Procedure for Joint Secretary Level Empanelment of IAS Officers

This Office Memorandum announces a temporary suspension, for one year, of the requirement for IAS officers to have at least two years of experience at the Deputy Secretary/Director level under the Central Staffing Scheme for empanelment at the Joint Secretary level. This change applies to officers from the 2007 batch onwards and has been approved by the Appointments Committee of the Cabinet (ACC). The decision modifies previous directives regarding the selection and appointment of officers to Secretariat posts.

Subject: Procedure for selection and appointment of officers to Secretariat posts of and above the rank of Under Secretary to the Government of India and to certain nonSecretariat posts- Joint Secretary level empanelment of IAS officers – Reg

The undersigned is directed to refer to this Department’s O.M. No. 32/29/2020-EO (MMII) dated 18.06.2020 and to convey that the Appointments Committee of the Cabinet (ACC) has now approved that the condition of experience of not less than two years at Deputy Secretary/Director level under the Central Staffing Scheme mandatory for empanelment at Joint Secretary level at the Centre in respect of the IAS officers from 2007 batch onwards, may be kept in abeyance, for a period of one year.
