The undersigned is directed to refer to this Department’s O.M. of even number dated 29.01.2015 and subsequent reminder dated 11.2.2015 on the subject mentioned above (uploaded on web-site www.persmin.nic.in → DoPT → Central Secretariat → CSS → Promotions → Promotion (Regular) → SO to US), and to say that among the officers in the zone of consideration for USSL-2014, ACR/APAR dossers in respect of the following officers have either not been provided to this Department or they are not complete:

- The details of the availability of ACRs/APARs of the above officers are as per the annexure to this O.M. It may be appreciated that this Department will be able to finalise DPC proposal only after information in respect of all officers in the zone of consideration has been received complete in all respects. Finalisation of DPC proposal for USSL-2014 has already been delayed and in order to avoid any further delay, it is imperative that the requisite information is furnished urgently.3. Ministries/Departments concerned are therefore, once again requested to forward the APARs in respect of the above officers urgently. In case the APARs pertain to the period of service rendered by the officer in an earlier Ministry/Department, the issue should be taken up with that other Ministry/Department to have the APARs completed. If for any reason APARs have not been recorded NRCs should be furnished indicating the reasons for the same. Even if an officer is not willing for promotion, his/her ACR dossier should be made available to this Department. It may also be appreciated that non availability of ACRs in respect of few officers is adversely affecting regular promotion of hundreds of officers and hence urgent action is solicited from Ministries/Departments concerned.
