Navigating career progression in the civil services often involves meticulous record-keeping. For those aspiring to the Selection Grade (Deputy Secretary) in the Central Secretariat Service (CSS) for the year 2012, a critical hurdle remains: the submission of Annual Confidential Reports (ACRs) and Annual Performance Appraisal Reports (APARs). Many of these vital documents, essential for the Departmental Promotion Committee’s assessment, are still outstanding. To ensure the timely finalization of the select list, ministries and departments are being urged to promptly furnish all required ACRs/APARs for the specified officers. In cases where these reports are genuinely unavailable, a ‘No Report Certificate’ (NRC) must be provided, detailing the reasons for their non-recording. This proactive approach is not just for administrative convenience but also crucial for the officers themselves. It’s imperative that all concerned officers actively follow up with their respective administrative divisions to ensure these reports are submitted without delay, strictly adhering to established guidelines for performance appraisal documentation.

OFFICE MEMORANDUM
Subject: Preparation of Select List of Selection Grade (Deputy Secretary) of the CSS for the year 2012- Availability of ACRs/APARs – regarding.
The undersigned is directed to refer to this Department’s O.M. No. 4/4/2016-CS-1(D) dated $20^{\text {th }}$ January, 2016 on the subject mentioned above and to say that requisite ACRs/APARs in respect of the officers mentioned in the Annexure to this O.M. have not yet been received in this Department.
2. ACRs/APARs for the period upto 2010-2011 in respect of the officers, who are in the zone of consideration for the DSSL 2012 are required for assessment by the DPC. A statement of ACRs/APARs in respect of officers who are in the zone of consideration and whose one or more ACRs/APARs in the reckonable period are not made available to this Department is at Annexure to this O.M.
3. Ministries/Departments concerned are requested to furnish the ACRs/APARs as mentioned in the Annexure. If for any reason ACRs/APARs are not available, No Report Certificate (NRC) should be furnished indicating reasons for non-recording of ACRs/APARs. In case of non-availability of ACRs/APARs, the reasons thereof may also be communicated to this Department.
4. All officers concerned, in their own interest, are also requested to pursue with the respective Administrative Divisions concerned to ensure that the said ACRs/APARs are furnished to this Department urgently. While furnishing the ACRs/APARs it may be ensured that instructions of these Departments issued from time to time and particularly contained in O.M. No 21011/02/2009-Estt.(A) dated $16^{\text {th }}$ February, 2009 and O.M. No. 21011/01/2005-Estt(A) (Pt.II) dated $23^{\text {rd }}$ July, 2009 have been adhered to.
