This Office Memorandum directs departments to furnish Annual Confidential Reports (ACRs) and related documents – including Vigilance Clearance and penalty certificates – for Senior Principal Private Secretaries considered for promotion to the post of Principal Staff Officer for the years 2008 and 2009. The memorandum emphasizes the importance of up-to-date ACRs and instructs departments to submit a ‘No Report Certificate’ if any part of an ACR is missing. A detailed annexure lists the officials concerned and specifies the required documentation for each.

OFFICE MEMORANDUM
Subject: Preparation of panels for Promotion to the newly upgraded posts of Principal Staff Officer (PSO) for the Select List years 2008 \& 2009- calling of ACRs etc.
The undersigned is directed to say that ACRs/NRCs alongwith Vigilance Clearance \& Major/Minor penalties certificate for the last 10 years in respect of the Sr. Principal Private Secretaries as shown in the Annexure to this OM, may please be furnished to this Department immediately.
2. It may be ensured that the ACRs are uptodate and wherever a part of the ACR of the concerned officer is not written or missing due to certain reasons, the same may clearly be shown as “No Report Certificate” in a separate sheet and included in the ACRs.
