This document is a communication from the Department of Personnel & Training, Ministry of Personnel, Public Grievances & Pensions, directing Cadre Units to prepare a Common Seniority List (CSL) for Upper Division Clerks (UDCs) of the Central Secretariat Clerical Service (CSCS) for the select list years 2004 to 2014. The preparation should adhere to the Central Secretariat Clerical Service (Preparation of Common Seniority Lists) Regulations, 1971, and consider officials who have retired, taken VRS, resigned, or passed away. The completed lists, in MS-Word or MS-Excel format, are to be submitted by January 29th, 2016, along with a list of participating cadre units. The document also includes a proforma for the seniority list and a comprehensive list of Cadre Units to whom this communication is addressed.

Subject: – Preparation of Common Seniority List (CSL) in the Grade of UDC of CSCS for the Select List Year-2004 to 2014-reg.

The undersigned is directed to say that the Common Seniority List (CSL) of UDC of CSCS for the Select List year 2004 to 2014 is to be prepared in terms of Rule 3 of Section 6 of the Central Secretariat Clerical Service (Preparation of Common Seniority Lists) Regulations, 1971.

  1. The Cadre Units are requested to prepare the Seniority List of UDCs included in Select List-2004 to 2014 (including officials who have been found fit by DPCs but left the cadre as on date due to various reasons such as retirement, VRS, death, technical resignation etc.) in terms of DoP&T’s O.M. No. 12/1/2015-CS.II(B) dated 30.09.2015 and send the same to the undersigned in the proforma annexed by 29th January, 2016 so that Common Seniority List (CSL) 2004 to 2014 in the grade of UDCs may be finalized.

  2. A copy of the information may also be e-mailed at sarswat.rajesh@nic.in in MS-Word or MS-Excel form.
