OFFICE MEMORANDUM
Subject: Posting/transfer and adhoc promotion to US grade – seeking options reg.
The undersigned is directed to say that it is proposed to promote 17 officers to the grade of US on adhoc basis from the approved panel against the existing vacancies and vacancies arising on 30.11.2014 on account of superannuation/VRS, promotion to DS grade, cancellation of ad-hoc promotion, deputation, long-leave etc. A few of the vacancies in the grade will also be kept to meet immediate requirement for posting of officers who are returning from deputation, long leave etc.
2. The existing vacancies in the grade of US and the officers who are to be considered for promotion are given in the annexures to this OM. The officers concerned are requested to exercise their option for posting on promotion latest by 14.11.2014. Maximum three choices within the available vacancies may be exercised.
3. While exercising option it may be kept in mind that those officers who have not completed the prescribed tenure under RTP for the promotion post i.e. five years in the current Ministry/ Department will not be transferred provided there is a vacancy exists to adjust the officer on promotion. However, in the absence of a vacancy, such officers will be transferred out. Similarly, officers within six months of retirement will not be transferred and in the absence of a vacancy, the officer will be retained in the same Ministry on personal upgradation basis till retirement.
4. If option is not received by the stipulated date, it will be presumed that the officer has no specific choice and posting will be decided by the Placement Committee accordingly.5. The officers concerned should also ensure that their data is complete in all respects in the web based cadre management system at cscms.nic.in If the data is not complete it should be first got updated before submitting option.
