The government has placed 21 SC/ST officers in the appropriate previous years’ Select Lists of Grade I of CSS, following a CAT order. A review DPC in May 2016 approved the inclusion of more officers into CSS Senior Selection Grade. Notional promotion and pay fixation is allowed, with benefits accruing from the date of functioning as Director. Names of 20 officers have been deleted from the CSS Senior Selection Grade Lists.

Office Memorandum
Subject: Placement of SC/ST officers belonging Central Secretariat Service in appropriate Senior Selection Grade (Director) Select Lists in consequence of their placement in respective revised Deputy Secretary Select Lists.
The undersigned is directed to say that in pursuance of order of the Hon’ble CAT (PB), New Delhi dated 30.11.2004 in O.A. No. 991/2003 21 SC/ST officers have been placed in appropriate previous years’ Select Lists of Grade I of CSS (Under Secretary) and Selection Grade (Deputy Secretary) vide this Department’s order Nos. 5/18/2012-CS.I (U) dated 26th June, 2015 and 4/1/2016-CS.I(D) dated 29.3.2016 respectively by giving the benefit of the third proviso to Rule 12(2) of erstwhile CSS Rules 1962. Their placement in the earlier US SLs and DS SLs necessitated review of their cases for placements in the next higher grade of Senior Selection (Director).
- Consequently, a review DPC was held on 4th May, 2016 and on its recommendations, the competent authority has approved inclusion of the names of the officers in appropriate Select Lists of CSS Senior Selection Grade (Director) as under:-

- Notional promotion and notional fixation of pay as allowed to the officers included in the original panel is also allowed to these officers. However, the actual benefit would accrue to them only from the date they actually functioned as Director.
- Consequently, the names of the 20 officers indicated in para 2 above are deleted from the CSS Senior Selection Grade (Director) Select Lists/Director Suitability Lists indicated in column 5 above.
