This office memorandum from the Department of Personnel & Training addresses representations regarding the conferral of Organized Group ‘A’ Service status to Central Secretariat Service (CSS) officers and the extension of Non-Functional Upgradation (NFU) benefits. The 7th Central Pay Commission considered the matter and made recommendations, which are currently under government review. However, a decision to extend NFU benefits to CSS officers cannot be made at this time, and all related representations are now considered closed.

OFFICE MEMORANDUM

Subject: Conferring of Organized Group ‘A’ Service status to Central Secretariat Service (CSS) and extending the benefits of Non-Functional Upgradation to officers of CSS

The undersigned is directed to refer to various representations on the subject mentioned above and to say that the issue was considered by the 7th Central Pay Commission. The commission has made several recommendations in this regard which are presently under consideration of the Government.

  1. As such a decision to extend benefits of NFU to CSS officers can not be taken at present. Hence, all the representations to CS-I Division pertaining to NFU to CSS officers are treated as disposed off.
