Order Regarding Seniority of Officers Appointed to IAS from Sikkim Cadre – Select List 2023

An important update has been issued concerning the seniority and year of allotment for officers recently inducted into the Indian Administrative Service (IAS) from the State Civil Service (SCS) of the Sikkim Cadre. These appointments are based on the Select List of 2023. The seniority of these four officers—Dr. A. B. Karki, Dicky Yangzom, Kesang Dicki Rechung, and Basant Kumar Lama—has been meticulously computed according to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, incorporating a specific weightage formula based on their years of qualifying service. All four officers have been assigned a year of allotment of 2017. Furthermore, their placement within the Sikkim Cadre has been specified: they will rank below Shri Agawane Rohan Ramesh, who is the junior-most RR IAS officer of the 2017 batch, and above Shri Anant Jain, the senior-most RR IAS officer of the 2018 batch. Consequent upon appointment from State Civil Service to IAS of Sikkim Cadre, on the basis of inclusion of their names in Select List 2023, vide this DoPT’s Notification No. 14015/20/2024-AIS-I(S.II&III)-B dated 06.12.2024 and on receipt of the proposal from the State Government of Sikkim vide their letter No. 12478/GEN/DOP dated 17.12.2024, the seniority/year of allotment of these officers has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987 and other relevant rules as amended from time to time. The weightage formula is as under:

No. 1 to 4 of the Select List of 2023 (SCS) shall be placed below Shri Agawane Rohan Ramesh (RR:SK:2017), the junior most RR IAS officer of 2017 batch and above Shri Anant Jain (RR:SK:2018), the senior most RR IAS officer of 2018 batch of Sikkim Cadre.
