In compliance with a Supreme Court order, the Union Public Service Commission (UPSC) revised the merit list of LDCE 1996 and nominated additional SC/ST candidates. The Department of Personnel & Training (DOPT) included these officers in the Section Officer Select List of 1996. Consequent to their inclusion, the officers were required to be considered for further promotion, requiring a review of the Under Secretary Select Lists (USSLs) of 2004 onwards. Due to pending litigations, a Screening Committee mechanism was adopted for their provisional interpolation in the USSL(s). Consequently, Shri P.C.Meena is provisionally interpolated in order of his seniority with reference to the position of his immediate junior officer belonging to the reserved category of SC/ST. The provisional interpolation does not confer any right of permanency, and the pay of Shri Prakash Chand Meena may be fixed on notional basis. This pay fixation benefit will be provisional in nature and subject to modification. This is also subject to any order by any competent court in any connected matter.
