In a significant administrative update, the government has announced key adjustments to its civil service structure. A new Deputy Secretary position has been officially integrated into the Central Secretariat Service (CSS), specifically for the Cabinet Secretariat. This strategic addition elevates the sanctioned strength of Deputy Secretary/Director Grade officers in the Cabinet Secretariat to nine, reinforcing high-level administrative capabilities. Further modifications have been made to the mid-level cadres within the Cabinet Secretariat. The number of Under Secretary grade posts has been revised upwards from four to six, while Section Officer grade posts have seen an adjustment from four to two. Consequently, the overall strength of Under Secretary grade officers in the Cabinet Secretariat now stands at eighteen, reflecting efforts to optimize staffing for operational efficiency. Beyond these changes, the Ministry of Home Affairs (MHA) has been directed to meticulously review and reconcile its records concerning Section Officer and Assistant grade posts. This directive comes in light of the establishment of a separate cadre unit for the Ministry of Earth Sciences, which has impacted MHA’s previously allocated strengths. Accurate record-keeping is crucial to ensure transparent and effective personnel management across government departments.

ORDER
Approval of the competent authority is accorded to encadrement of one (1) post of Deputy Secretary into Central Secretariat Service (CSS), on the strength of Cabinet Secretariat. This post was created vide Cabinet Secretariat’s order No.A.22011/2/2009-Ad.I dated 9.1.2010. With encadrement of the aforesaid post, the sanctioned strength of Deputy Secretary/Director Grade of CSS in Cabinet Secretariat is raised to nine (9).
- In partial modification of this Department’s OM of even number dated 1.4.2010, the numbers of posts encadred in Under Secretary Grade and Section Officers’ Grade are modified from four (4) to six (6) and from four (4) to two (2) respectively. Accordingly, the strength of Under Secretary grade of CSS in Cabinet Secretariat is raised to eighteen (18).

Ministry of Home Affairs, Ad.V, North Block, New Delhi. MHA was allocated 269 posts in SO grade and 444 posts in Assistants’ grade consequent upon 1st cadre restructuring of CSS. Subsequently, 9 posts in SO grade and 18 posts in Assistants’ grade have been encadred on the strength of MHA as per this Department’s records. On creation of separate cadre-unit of Ministry of Earth Sciences, strength of SO and Assistant grade of MHA was reduced by 9 and 14 respectively. As such, the present sanctioned strength of SO and Assistants’ grades in MHA comes to 269 & 448 respectively. If there is any variation in the strength of these grades in MHA’s records, the same be please got reconciled by sending a proposal to DOPT.
