The Ministry of Personnel, Public Grievances & Pensions has issued a vital order detailing the determination of seniority and year of allotment for officers transitioning from State Civil Service (SCS) to the prestigious Indian Administrative Service (IAS) within the Joint AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) Cadre. This directive covers officers included in the Select Lists from 2021 to 2024. The calculation adheres to the well-established Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, alongside subsequent amendments. A specific weightage formula is applied, where completed years of qualifying service translate into a corresponding number of weightage years, capping at a maximum of nine years for 27 or more years of service. The order meticulously lists the officers for each select list (2021, 2022, 2023, and 2024), providing their continuous service details, computed weightage, and the assigned year of allotment. Furthermore, it clarifies how the seniority of these newly inducted IAS officers will be determined relative to existing Regular Recruit (RR) IAS officers from various batches. For instance, officers from the 2021 Select List are placed below a 2013 batch RR IAS but above a 2014 batch RR IAS. The final inter-se-seniority for these officers, particularly concerning other segments of the joint AGMUT Cadre, will be decided by the designated Cadre Controlling Authority. This transparent process ensures a fair integration of experienced state civil service personnel into the central administrative framework.

Consequent upon appointment from State Civil Service to IAS of Joint AGMUT(UT) Cadre on the basis of inclusion of their names in the Select Lists of 2021 to 2024 vide DoPT Notification No. 14015/27/2025-AIS-I(S.II&III)-B dated 08.04.2025 and on receipt of the proposal from the Ministry of Home Affairs vide their OM No.14016/05/2023.UTS-I dated 15.04.2025, the seniority / year of allotment of these officers have been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:
