New guidelines have been released detailing how the seniority and year of allotment are determined for officers transitioning from the State Civil Service into the prestigious IAS. This process is based on their inclusion in the 2023 Select List, following established Department of Personnel and Training notifications and proposals from the Kerala Government.
The seniority calculation adheres strictly to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, incorporating amendments made over time. A key aspect of this calculation is a unique weightage formula: for every 12 completed years of qualifying service, officers receive 3 years of weightage, increasing progressively to a maximum of 9 years for 27 or more years of service.
The recent notification specifically identifies five officers from the 2023 Select List who have been allocated the year 2020. Their placement within the Kerala Cadre will be below Shri Sufiyan Ahmed (KL: 2020) and above Ms. Meera K (KL: 2021), ensuring a clear hierarchy among direct recruit and promoted IAS officers. Consequent upon appointment from State Civil Service to IAS of Kerala Cadre on the basis of inclusion of their names in the Select List 2023 vide DoPT’s Notification No. 14015/12/2024-AIS-I-B dated 26.03.2025 and on receipt of the proposal from the Government of Kerala vide their letter No. AIS-A1/144/2025-GAD dated 21.05.2025, the seniority / year of allotment of these officers have been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:

No. 1 to 5 of the Select List of 2023 (SCS) shall be placed below Shri Sufiyan Ahmed (KL: 2020), the junior most DR IAS officer of 2020 batch and above Ms. Meera K (KL: 2021), the senior most DR IAS officer of 2021 batch of Kerala Cadre. 3.
