Order for Immediate Rotational Transfers of Grade-I CSS Officers, January 2011

A recent government directive has initiated immediate rotational transfers for 35 Grade-I officers, specifically Under Secretaries, within the Central Secretariat Service. These officers are transitioning to new roles across a wide array of ministries and departments, spanning areas from Agriculture and Labour to Defence, Commerce, Economic Affairs, and Urban Development. This significant personnel reshuffle primarily affects officers who have completed more than sixteen years in their current postings. All involved ministries and departments are strictly mandated to comply with these transfer orders, with explicit instructions that no requests for officer retention will be considered. A crucial deadline of 45 days from the order’s issuance has been set for officers to be relieved from their current positions, after which they will cease to be entitled to draw pay and allowances from their previous office.

  1. This orders covers officers who have completed more than sixteen years in the same Ministry/ Department as per the information furnished to this Department.
  2. All Ministries/Departments concerned are requested to comply with the transfer orders strictly. The attention of all concerned is also invited to Rule 19 of CSS Rules, 2009 (Notification dated 15.09 .2010 ) in terms of which an officer is required to be relieved within 45 days of issue of transfer orders by this Department and the officer is not entitled to draw pay and allowances from the office where he/she is currently posted beyond this period.

  1. No request for retention of any of the aforesaid officers in the existing Ministries/ Departments shall be entertained. Copy of the relieving orders and joining reports should be sent to this Department at the earliest.
  2. A copy of this order may be served on the officers concerned for their information and compliance.
