OFFICE MEMORANDUM
Subject : Posting/transfer of officer of Grade I, Selection Grade and Senior Selection Grade of the CSS by the Department of Personnel & Training.
The undersigned is directed to reiterate that as per the existing instructions, this Department is the Competent Authority to issue orders, inter-alia, for posting/transfer of Grade I, Selection Grade and Senior Selection Grade of the CSS. After a vacancy occurs in a Ministry/Department on account of retirement, deputation to ex-cadre post, proceeding on long leave etc., the same is filled by the CS Division of this Department. The officer on return from deputation, long leave etc., is required to report this Department for further posting.
- Instances have come to the notice of this Department that the officers, on return from deputation, are being permitted to join back in the previous Department from where they had proceeded on deputation and where a substitute was provided as a replacement to the concerned Ministry/Department. This practice is against the existing instructions of this Department issued from time to time. All Ministries/Departments, participating in the Central Secretariat Service, are once again requested to strictly follow the instructions on this subject issued by this Department. CSS officers on return from deputation, long-leave etc. may be directed to report to CS Division of this Department for further posting. In case any CSS officer on return from deputation etc. approaches the previous Ministry/Department, he/she may be asked to seek further posting from DoP&T and not permitted to join back in the same Ministry/Deptt. under any circumstances. Failure to comply would attract administrative action against all concerned.
