OFFICE MEMORANDUM
Subject – Re-designation of the post of Deputy Secretary held by an officer as Director as a measure personal to the officer.
Attention of all the Ministries/Departments is invited to the guidelines issued by this Department’s O.M. No. 31/5/2002-EO (MM-I), dated 28th February, 2002 and further clarified by this Department’s OM No. 5/32008-EO (MM-I), dated 22.01.2014 on the above cited subject. Further attention of all the Ministries/Departments is also invited to this Department’s O.M. of even number dated 31.01.2012 wherein they had been requested to send the proposals on the above subject to this Department as soon as the requisite criteria for re-designation were satisfied.
- However, despite clear guidelines and instructions such proposals are received late and also lack requisite information/documents.

Since the crucial date for reckoning 14 years of Service is the 1st of July of the year, the order of re-designation issued by this Department takes effect from the 1st of July of that year if the order is issued before that date. However, in respect of cases that are processed after the 1st of July, the order of re-designation takes effect from the date of assumption of charge of the post subsequent to the date of issue of the order. Therefore, all the Ministries/Departments are once again advised to send such proposals to this Department as soon as the requisite criteria for re-designation are satisfied. Proposals for re-designation should be sent with the approval of the Minister-in-charge and along with a copy of the order of promotion/grant of NFSG issued by the concerned Cadre Controlling Authority.
