This memorandum clarifies the disclosure of ‘file noting’ under the Right to Information Act, 2005. It is hereby stated that file notings can be disclosed, with the exception of those containing information that is exempt from disclosure as per Section 8 of the Act. This clarification is to be brought to the notice of all concerned parties, including various government ministries and departments, public service commissions, secretariats, vigilance commissions, information commissions, the Comptroller & Auditor General, and other relevant sections within the Department of Personnel & Training and Department of Pension & Pensioners Welfare. Copies are also to be sent to the Chief Secretaries of all States and Union Territories.

Subject : Disclosure of ‘file noting’ under the Right to Information Act, 2005.
The undersigned is directed to say that various Ministries/Departments etc. have been seeking clarification about disclosure of file noting under the Right to Information Act, 2005. It is hereby clarified that file noting can be disclosed except file noting containing information exempt from disclosure under section 8 of the Act.
2. It may be brought to the notice of all concerned.
