Exciting news for members of the All India Services! A significant new policy has been enacted to standardize and regulate their dearness allowance. These new rules, officially known as the All India Services (Dearness Allowance) Rules, 1972, came into effect on April 1st, 1972, marking a new era of clarity for employee benefits.
Under these regulations, anyone falling under the definition of an All India Service member, as per the 1951 Act, is now explicitly entitled to dearness allowance. The Central Government will periodically set the rates for this allowance, ensuring that the compensation remains dynamic and fair. Furthermore, to maintain consistency and prevent any ambiguities, the Central Government will also serve as the final authority for interpreting any part of these rules. This comprehensive framework aims to bring uniformity and transparency to the financial provisions for our dedicated public servants.

संक्षिप्त भारतीय सेवा अधिनियम, १९५१
(१९५१ का ६१) की धारा ३ की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय सरकार सर्वोक्त राज्य सरकारों से परामर्श करने के पश्चात् एतद्वारा निम्नलिखित नियम बनाती है, अर्थात् :-
१- संक्षिप्त शीलक तथा प्रारम्भ
(1) ये नियम बधिल भारतीय सेवा (भेद्यादि मत्ता) नियम, १९७२ कडे जा सकेंगे ।
(11) ये नियम बधिल, १९७२ के मुख्य दिन से लागू होंगे ।
२- परिभाषा
इन नियमों में, जब तक कि संदर्भ में अन्यथा अपेक्षित न हो, “सेवा के किसी सदस्य” का अभिप्राय बधिल भारतीय सेवाएँ अधिनियम, १९५१ (१९५१ का ६१) की धारा २ में वर्णित किये । बधिल भारतीय सेवा के सदस्य से है ।
३- भेद्यादि मंद का विनियमन
सेवा का प्रत्येक सदस्य, केन्द्रीय सरकार द्वारा समय समय पर निर्धिष्ट की गई दरों पर भेद्यादि मत्ता पाने का एक्सार होगा ।
४- निर्वचन
इन नियमों के निर्वचन के संबंध में कोई प्रश्न उठने पर, इसे केन्द्रीय सरकार की विनिर्देश हेतु कहा जायगा ।
