OFFICE MEMORANDUM

Subject : Non-relieving of Under Secretary of CSS covered under RTP order dated 18.1.2013- regarding.

The undersigned is to refer to this Department’s OM of even No. dated 18.01.2013 and subsequent reminders dated 26.02.2013, 14.3.2013 and 04.04.2013 on the subject mentioned above and to say that a few officers covered under rotational transfer order dated 18.1.2013 have not yet been relieved by the Ministries/Departments concerned despite a lapse of more than 100 days from the date of issue of the order.
2. Non-relieving of officers in compliance of order issued by this Department is adversely impacting cadre management of CSS. It is reiterated that in terms of Rule 19 of CSS Rules, 2009 (Notification dated 15.09.2010), if an officer is not relieved within forty-five days of order issued by this Department, the officer concerned shall be deemed to have been relieved and the officer concerned shall also not be entitled to draw pay and allowances from the current Ministry/Department beyond this stipulated period.
3. Since the stipulated period of 45 days has long expired on $3^{\text {rd }}$ March, 2013, Ministries/Departments are once again requested to relieve officers immediately without any further delay.
