This office memorandum clarifies the date from which Non-Functional Selection Grade (NFSG) should be granted to officials who were Junior Secretariat Assistants (JSAs) when the NFSG was initially approved. It specifies that if an official was promoted to the grade of SSA (ad-hoc/regular) after the NFSG date was fixed by the department, then the NFSG date will be the date of their promotion to SSA. All ministries and departments are instructed to take necessary action based on this clarification.

OFFICE MEMORANDUM
Subject: Non-Functional Selection Grade (NFSG) in the grade of SSAs of CSCS- Regarding.
The undersigned is directed to refer to this Department’s OM of even number dated 19th July, 2016 followed by corrigendum/addendum of even number dated 27th July, 2016 on the subject mentioned above. This Department has been receiving references for clarification with respect to the date from which NFSG is to be granted to an official who was a Junior Secretariat Assistant (JSA) on the date of grant of NFSG as envisaged in OM dated 19.07.2016 of this Department.
- In this regard, it is stated that date of grant of NFSG to SSAs who were working as JSA on the date of grant of NFSG as envisaged in said annexure to the OM dated 19.07.2016, should be fixed in the following manner:-
“If date of promotion in the grade of SSA(ad-hoc)/SSA (regular) happens to be after the date of NFSG as fixed by this Department, his/her NFSG date would be the date on which he/she was promoted to the grade of SSA on regular/ad-hoc basis”.
- All Ministries / Departments are requested to take necessary action accordingly.
