OFFICE MEMORANDUM

Subject: Non completion of mandatory Level ‘D’ Training under CSS (CTP) in respect of officers recommended for inclusion in USSLs.

In terms of CSS (Promotion to Sr. Selection Grade, Selection Grade and Grade-I) Regulations, 2010, an eligible officer for inclusion in Select List is the one who has undergone and successfully completed mandatory training programme as prescribed under Cadre Training Plan (CTP) of CSS. Successful completion of Level D Training is necessary for promotion to the US grade.
2. USSLs 2009 and thereafter were issued in terms of CSS Rules, 2009 and aforesaid CSS Regulations, 2010. From USSLs 2009 to 2013, the following 17 officers who are presently appointed as US on ad-hoc basis could not be included in the respective USSLs as they did not successfully complete the mandatory Level D training. Either they failed to undergo the training despite three or more nominations or though attended the training, failed to qualify in the training as per details given under:

  1. It is proposed to revert the above officers to their substantive grade of Section Officer for their failure to successfully complete the mandatory level D training making them eligible for appointment to the post of Under Secretary. These officers are hereby given an opportunity to show-cause why they should not be reverted to their substantive grade as proposed above. Reply should be submitted by $9^{\text {th }}$ November 2015. If no reply is received within the prescribed time, it will be presumed that the officers concerned have nothing to say in the matter and further action will be taken.
