OFFICE MEMORANDUM

Subject: Nomination of Personal Assistants/Private Secretaries (Adhoc) for appointment to the Private Secretary Grade of CSSS for the Select List Year 2010(extended) on regular basis under the Zoning Scheme for Seniority Quota (SQ).

The undersigned is directed to refer to this Department’s O.M. of even number dated 24.7.2012 for extending the range of seniority for promotion from Personal Assistant to Private Secretary Grade of CSSS for the Select List Year 2010 and to say that on the basis of information furnished by the cadre units, it has been decided to nominate the Personal Assistants/ Private Secretaries (ad-hoc) whose names appear in the Annexure to this O.M. for appointment/promotion to the PS Grade of CSSS on regular basis under the Zoning Scheme on their inclusion in the Select List Year 2010 (Part) (SQ). On reassessment of the zone in accordance with the provisions contained in the OM dated 10.08.2010 issued by the Estt.(Reservation) Division, the zone of promotion in case of UR candidates has been revised to SL 1997 and in case of SCs the same has been extended to SL 2005.

  1. It is requested that urgent action may be taken to appoint/promote these officers to Private Secretary Grade of CSSS against the Select List Year 2010 (SQ) provided they are clear from vigilance angle. A copy of the appointment/promotion order issued in this regard by the cadre unit duly indicating the CSL number of the officers may be forwarded to this Department immediately.
  2. No request for retention will be entertained as cadre allocation has been made on the basis of vacancies reported under Seniority quota by the respective cadre units and in accordance with Rotational Transfer Policy for CSSS Personnel issued vide this Department O.M. No. 13/1/2009-CS.II dated 15.7.2011.
  3. Cadre Units are also requested to ensure that the officers concerned are relieved within 45 days from the date of issue of this OM to take up the new posting in the cadre unit allocated failing which their nomination order shall be cancelled by this Department. In case an officer nominated against the Select List Year 2010 refuses regular promotion, cadre unit concerned may initiate action in terms of this Department’s O.M. No. 5/1/2008CS.I(S) dated 8.4.2011 under intimation to this Department.
  4. The unfilled vacancies of reserved categories may be carried forward to the Select List Year 2011 since sufficient number of candidates belonging to reserved categories are not available in the zone of promotion for Select List Year 2010.
  5. All the Cadre Units of CSSS are requested to place the cases of all the eligible PAs of Select List year 2003 to 2005 belonging to the SC category and who have not yet been included in the Select List of PS Grade of CSSS, before the Departmental Promotion Committee, to assess their fitness or otherwise for promotion to the PS Grade of CSSS. It is further requested that the recommendations of the Departmental Promotion Committee alongwith vigilance clearance in respect of all the eligible officer(s) concerned may be furnished to this Department in the prescribed proforma (Annexure-II of OM of even number dated 24.7.2012).
