Nomination of Nodal Officer for Online Validation and Electronic Transmission of Application Forms for Central Staffing Scheme

To streamline the Central Staffing Scheme, the Department of Personnel and Training (DoP&T) is moving towards online validation and electronic transmission of application forms. Cadre Controlling Authorities will now validate application forms and provide vigilance clearance online, using software developed by NIC. Each ministry must designate a nodal officer, not below the rank of Under Secretary, to manage this electronic validation process. This officer will receive a username and password from DoP&T to access the web-based software. Ministries are requested to nominate an officer immediately.

for Online validation and electronic transmission of
Application Forms for the Central Staffing Scheme

Sir/Madam,

Please refer to this office letter of even number dated the 7th November, 2007 inviting nominations of eligible and willing officers for the Central Staffing Scheme, 2008. In this connection, as has been brought out in the above mentioned letter, from the year 2008 onwards an ‘Online Application Form’ has to be filled by the officers to apply for the Central Staffing Scheme. As of now, a print out of the Online Application Form is being generated by the officers concerned which is sent to the Cadre Controlling Authorities for verification, giving cadre clearance, vigilance clearance, etc. This part is till now being done manually by Cadre Controlling Authorities before sending the application to the DOP\&T for further processing.

  1. It has now been decided that the Cadre Controlling Authorities would also validate the application form, give vigilance clearance etc. “on line” which would also be transmitted to the DOP\&T electronically. For this purpose a software, is being developed by the NIC, through which Cadre Controlling Authorities would be able to access the web-based Online Application Forms and validate them “on line”. The Vigilance Clearance/Cadre Clearance would also be done electronically.

  2. For this system to operationalize, a nodal officer will have to be designated from your Ministry who will be responsible for validating the application electronically. The nodal officer will be provided with a “Username” and “Password” from this Department through which he


would be able to access the web-based software and function on it. You are, therefore requested to immediately nominate an officer, from your Ministry not below the rank of Under Secretary to the Government of India and send his/her particulars to this Office. The name, designation, (Ministries/Department/Organization) address, telephone no., mobile no. and Email ID of the nominated officer may be sent to this office immediately so that further necessary action to coordinate the application of this software can be undertaken at this end. A copy of your letter nominating the nodal officer may also be sent to Shri S.N. Sowpari, Senicr Technical Director, NIC, DOP\&T at persinfotech@nic.in.
