Modification of Eligibility Criteria for Additional Secretary and Secretary Posts

This memorandum announces modifications to the Central Staffing Scheme regarding the eligibility requirements for officers seeking to hold positions at the Additional Secretary and Secretary levels. Key changes include revised service experience stipulations, with specific attention to the pay scales and residency periods within the Joint Secretaries’ suitability list. For Additional Secretary roles, the requirement for officers outside the Central Secretariat Service has shifted to service in a specific pay scale (Rs. 18400-22400). For Central Secretariat Service officers, a minimum of twenty years of Group ‘A’ service and seven years’ residency in the Joint Secretaries’ suitability list is now mandated. For Secretary positions, the minimum service requirement in a post of Rs. 7300 or above has been updated to Rs. 22400 or above, with a note on how this applies to All-India Services officers. Furthermore, it will continue to be ensured that there is a two-year differential between IAS officers and officers from other Central Services for empanelment to these senior roles. The Special Committee of Secretaries will also continue to emphasize the service rendered by officers in posts under the Central Staffing Scheme within the Central Secretariat.

OFFICE MEMORANDUM

Attention is invited to para 6 of the Central Staffing Scheme circulated vide this Department’s O.M. No. 36/77/94-EO(SM.I) dated the 5th Januray, 1996.

  1. The Appointments Committee of the Cabinet has approved modification of the entries in para 6 of the Central Staffing Scheme relating to eligibility of officers for holding posts of the level of Additional Secretary and Secretary as follows:-

Additional Secretary 25 Seven years of service in the scale of Rs.5900-6700 in the parent cadre or service and a minimum of two years of service left for retirement, for all officers other than the Central Secretariat Service. Provided that in respect of officers who had been appointed to the scale of Rs.2500-2750 (pre-IV Pay Commission) or were included in the panel approved for appointment to posts in the scale of Rs.2500-2750 under the Central Staffing Scheme on or before 31.12.1985, a period Seven years of service in the scale of Rs.18400 -22400 in the parent cadre or service for all officers other than the Central Secretariat Service. Twenty years of Group ‘A’ service with at least seven years’ residency in the Joint Secretaries’ suitability list in respect of Central Secretariat Service officers.

Stringent criteria of selection would apply to members of all the services.
Minimum of two years of service in a post carrying a basic pay of Rs. 22400 or above. (Note: In the case of All-India Services officers who stand allocated to different cadres, eligibility criteria will apply to the entire batch as soon as one officer of the batch has put in the required 2 years of service on a post carrying a basic pay of Rs.22400/- P.M.) Stringent criteria of selection would apply to members of all the services.
Further, apart from the eligibility conditions prescribed above, it would continue to be ensured that, for empanelment of officers of various Central Services Group ‘A’ for appointment to the posts of Secretary and Additional
Secretary/equivalent at the Centre, there is a differential of two years between the officers of the IAS and officers of other Central Services. While making its recommendations, the Special Committee of Secretaries (SCOS) would also
