Minutes of the $9^{\text {th }}$ Meeting of the Advisory Committee under the Andhra Pradesh Reorganisation Act, 2014 held on the $30^{\text {th }}$ October, 2014 at Hyderabad.

The $9^{\text {th }}$ meeting of the Advisory Committee for State Government Employees was held on the $30^{\text {th }}$ October, 2014 at Hyderabad.

The following members attended the meeting:

Sri Nagi Reddy I. A. S. Principal Finance Secretary Telangana could not attend due to Budget work and was granted leave of absence.

The following permanent invitees were also present at the meeting:

At the outset the Chairperson and members welcomed Sri Premachandra Reddy I A S who has assumed charge as the Secretary to Government General Administration ( S R ) Department and Ex Officio Member Secretary of the Advisory Committee.

Smt.Archana Varma conveyed that the Central Government has conveyed approval to the Guidelines for Final Allocation of State Cadre employees ( other than AIS officers ) under the Andhra Pradesh Reorganistion Act, 2014 vide its ref F No 27/13/2013- SRS dated $29^{\text {th }}$ October, 2014 and handed over copies of the same to the Chief Secretaries to Government and the Chairperson. A copy of the ref together with the Guidelines is attached to these Minutes.

Thereafter the items on the agenda were taken up for consideration.

2. Action taken on the decisions of the previous meetings
a). Draft Guidelines for allocation of State Services Employees

The central Government has conveyed approval to the Guidelines with a minor amendment at para 6(vii) of the said guidelines in respect of Greyhounds and Octopus forces.
b). Issue of clarification on holding post in a substantive capacity.

The fact that no clarification could be issued by the government was noted together with the position stated therein.3. Item for information-.
a) Appointment of Sri Premachandra Reddy, as Secretary to Government A P State General Administration (S R) Department.

Noted.

b) Nomination of Sri Ramakrishna Rao Secretary to Government G A (SR) Department

Noted.

  1. Pending decisions of the Committee
    a) Request to give options to Employees of Villages and Mandals transferred to Andhra Pradesh.

    It is decided that the Government of Telangana will collect the information on State cadre posts, and local cadre posts and personnel department wise under transfer to Andhra Pradesh including the preference expressed by the local cadre personnel to serve the State of Telangana or Andhra Pradesh as may be. Also to collect information relating special recruitment made in scheduled areas if any, with local scheduled tribes as per special recruitment rules and analyse the dimensions of the problem and take up the issue with Central Government.

    b) Issue of provisional orders to serve in respect of certain omitted categories.

  2. Request of Telangana employees associations office bearers to issue Provisional

    Order to Serve in Telangana

    It was mentioned that there are far too many associations and branch associations and that conceding the limited requests placed before the Committee will lead to a spate of similar requests which may not be possible to accede to. In this view it was decided not to consider these requests having regard to the fact that the process of final allocation has commenced.

    5 Representations received in the Committee from Andhra area employees about certain transfers.

    Noted.

  3. Representations from certain Andhra area employees who have retired that they are being put to inconvenience due to non sanction of pension pending final allocation

    While noting the representations made it was indicated by the Government of Telangana representatives that there are cases where the persons who have retired are unwilling to submit pension papers in anticipation of allocation to A P and return to active duty till the age of 60.

  4. Proposals to absorb contract employees in government service and to make direct recruitment

    The position was taken note of by the Chief Secretaries.

  5. Allocation of government employees working in Scheduled institutions

    Action will be initiated by the two governments resolve the matter. As the position stands the Committee has no jurisdiction except the allotment of government servants working in these Institutions.

  6. Next Steps towards allocation of State cadre employees.Committee took note of the next steps proposed and commenced..

Committee decided that provisional notification of cadre strength as on 01-6-2014 and its division between the two States will be done provisionally as and when scrutiny of data for a Department or a group of Heads of departments is completed and tentatively firmed up. Approval of the Chairman and Chief Secretaries of Andhra Pradesh and Telangana has to be taken before provisional notification of cadre strength and division between both the States is published. Finalisation of cadre strength of the departments as on 1-6-2014 and its division between the two States will be taken up department-wise to ensure accuracy and speed of allocation of posts and personnel. Accordingly the Central Government will be moved to approve the cadre strength and its division finally between the States department wise. It is also decided to work out a tentative schedule for completion of various stages of allocation.

It was also decided that a tentative schedule for completion of various stages of allocation will be drawn up for scrupulous compliance by the Deoartments.
