MINUTES OF THE 21st MEETING OF THE STATE ADVISORY COMMITTEE ON ALLOCATION OF STATE CADRE EMPLOYEES TO THE SUCCESSOR STATES OF ANDHRA PRADESH AND TELANGANA HELD AT 12.00 Noon ON 29-08-2016 IN THE CHAMBERS OF CHIEF SECRETARY, GOVERNMENT OF ANDHRA PRADESH.

AGENDA ITEMS

1. Recording of the Minutes of the $20^{\text {th }}$ Meeting of the State Advisory Committee held on $8^{\text {th }}$ August, 2016.

The minutes of the $20^{\text {th }}$ Meeting of the Advisory committee were confirmed and recorded. The minutes if the $19^{\text {th }}$ meeting are yet to be approved.
2. Action taken on the minutes of $20^{\text {th }}$ meeting of the Committee.

Noted.3(a). Approval of tentative allocations notified and recommendations on representations against tentative allocation by aggrieved, recommended final Cadre strength and recommended final allocation of state cadre employees between the successor States of AP and Telangana and submitted to Central Government for final orders during the period from 05.08.2016 to 28.08.2016.

Advisory Committee approved and ratified the action taken in respect of the Department of Engineer-in-Chief Public Health & Municipal Engineering.

In view of the retrospective promotion Advisory Committee approved and ratified the action taken in respect of Sri Viswanatha, Grade 1 Municipal Commissioner.

3(b). Status Note on Assistant Treasury Officers and Assistant Commissioner of Labour

The categories of Assistant Treasury Officers and Labour Officers are specified gazette categories and as such to be deemed allotted to the local cadres. Therefore, the Committee has no jurisdiction. It is for the respective State Governments to take further action in this regard.

1. Matter of allocation of the category of the post of Director, Animal Husbandry Department.

The cadre strength of Director is (1) only.

The following allocation in respect of the category of Director of Animal Husbandry was approved.

In so far as there is only one post of Director in the Department and as the senior most is Sri D. Venkateswarlu allotted to TS, the post is allotted to TS.5. Note on the final allocation of State Cadre Employees of Director of Medical Education.

Approved.

A copy of the list of changes to the tentative allocation list, a copy of the final recommended list of allocations and recommended cadre strength and its distribution between the two States are appended.

1. Note on the final allocation of Section Officers and Assistant Section Officers

The Committee approved the recommendations of the Sub-Committee on the final allocation of SOs and ASOs in their meeting held on 22.07.2016 with the following modifications.

a. It was decided to consider the allotment of Smt. M. Anuradha in one of the vacant posts since she is a widow and her husband was killed in extremist violence.

b. The Committee discussed and decided to consider the allotment of Smt. V.D. Sudha Rani, Section Officer to TS in the category of Assistant Secretary to Government (SO line) consequent on her notional promotion as Assistant Secretary w.e.f 09.07.2013 on par with her immediate Junior Sri R. Venkateswarlu, duly deleting her name from the recommended final allocation list of SOs and consequently to send necessary proposals to GOI to consider and issue her allotment to TS in the category of Assistant Secretary (SO line).

A copy of the list of changes to the tentative allocation list, a copy of the final recommended list of allocations and recommended cadre strength and its distribution between the two States are appended.

1. Note on the allocation of Additional Commandants and Commandants

Deferred.

1. Allotment of Sri. N. John Saidulu, Assistant Manager Intelligence-Ratification

Ratified.9. Note on Employees in Last Grade Services (Class-IV category) in the General Subordinate Services in the Secretariat Departments and Heads of the Departments who are local to TS, opted to TS and allotted to AP.

Deferred.

1. Promotions of employees in respect of state cadre posts in Secretariat and HODs against whom no representations have been made on their tentative allocations.

Deferred.

1. Status note on Court Cases (APAT & High Court)

Noted.

It was decided that the Chief Secretaries of A.P. & T.S. would request Advocates General to jointly move the Hon’ble High Court to vacate interim stay in the cases pertaining to Dy. Collectors, DSPs and Excise Superintendents.

The committee took note of the appointment of Sri L. Premachandra Reddy, EO Principal Secretary, GAD (SR), Andhra Pradesh, as the Director, Centre for Innovations in Public Systems (CIPS), Administrative Staff College of India (ASCI), Hyderabad, and resolved to request the Director General, ASCI, on behalf of both the State Governments of Andhra Pradesh and Telangana to allow him to continue as Ex-officio Member Secretary of State Advisory Committee to deal with the pending matters pertaining to reorganisation of the State of Andhra Pradesh.
