MINUTES OF THE 20 TH MEETING OF THE STATE ADVISORY COMMITTEE ON ALLOCATION OF STATE CADRE EMPLOYEES TO THE SUCCESSOR STATES OF ANDHRA PRADESH AND TELANGANA HELD AT 12.00 Noon ON 08-08-2016 IN THE CHAMBERS OF CHIEF SECRETARY, GOVERNMENT OF TELANGANA.

AGENDA ITEMS

  1. Recording of the Minutes of the 19th Meeting of the State Advisory Committee held on 8th August, 2016.

As the minutes of the 19th Meeting of the Advisory committee is still in circulation and yet to be approved this will be placed before the next meeting of the Committee for being recorded.

  1. Action taken on the minutes of 19th meeting of the Committee.

Will be submitted at the next meeting.3. Approval of tentative allocations notified and recommendations on representations against tentative allocation by aggrieved, recommended final Cadre strength and recommended final allocation of state cadre employees between the successor States of AP and Telangana and submitted to Central Government for final orders during the period from 30.06.2016 to 05.08.2016.

Advisory Committee approved and ratified the action taken in respect of the Departments mentioned in the Agenda as follows.

  2. Registration \& Stamps (Deputy Inspector General)
  3. Directorate of Treasuries and Accounts (Joint Directors)
  4. Law Department (Private Secretary to Secretary)
  5. DG \& IG Police {(other than DSPs (Civil, Addl SPs, SP (NC))}
  6. APSPF

4. Approval of Tentative Allocations notified.

The tentative allocation list of employees of the State Cadre categories of posts under the Director General \& Inspector General of Police [SP(NC), Addl SP, DSP Civil)], Director of Health and Director of Animal Husbandry (Director) prepared by the Sub-Committee and notified calling for representations from aggrieved employees was approved/ ratified.

Advisory Committee approved and ratified the action taken in respect of the Department.

5. Note on the final allocation of State Cadre Employees of Director of Medical Education.

After considering the recommendations of the subcommittee on the individual representations and the Telangana Government Doctors Action Committee along with the detailed statement containing an analysis of the representations, the Committee approved the 37 recommendations of the Sub-Committee on the individual representations involving change in tentative allocations. The DME, TS pleaded before the SAC that the 172 cases of AP local candidates flagged by her being cases of AP local employees proposed to be allocated to TS in terms of Paragraph 18(f) (i) may be allocated to AP as there are vacancies in AP. This issuewas inconclusively discussed. Pending this committee decided that cases arising as a consequence of the representations in which local candidates of Andhra Pradesh / Telangana who have opted to their own State and allotted to the other State may be examined in detail by the Prl.Secretaries (SR) and their recommendations on possibility of adjustment in their own State be placed before the SAC for consideration in the next meeting.

  1. Note on the final allocation of Section Officers and Assistant Section Officers.

The Committee discussed the issue relating to the preferential allotments of SOs & ASOs on spouse grounds and the conditions of taking last rank by the (24) SOs in the event of their adjustment in AP in the supernumerary posts agreed to be created. The Committee decided that the issues shall be discussed by the Secretaries (services) of both the States and their advice placed before the SAC in the next meeting and it was decided to maintain status quo regarding relief of SOs in the mean time.

  1. Recommended final allocation of State cadre employees in the Dept of Engineer in Chief, PH&ME Dept.

Considered and decided to adopt the recommendations of the Sub-Committee held on 22.7.2016 and recommend the same to Gol for its approval with the following change:

The request of Sri S. Jaganmohan rao, EE, tentatively allotted to TS has been considered and recommended for reallottement to the State of A.P.

  1. Note on the allocation of Additional Commandants and Commandants.

Deferred.

  1. Note on Employees in Last Grade Services (Class-IV category) in the General Subordinate Services in the Secretariat Departments and Heads of the Departments who are local to TS, opted to TS and allotted to AP.

Deferred.

It was stated that the Government of AP has reminded the DOPT in the matter.

  1. Promotions of employees in respect of state cadre posts in Secretariat and HODs against whom no representations have been made on their tentative allocations.
