MINUTES OF THE 18 TH MEETING OF THE STATE ADVISORY COMMITTEE ON ALLOCATION OF STATE CADRE EMPLOYEES TO THE SUCCESSOR STATES OF ANDHRA PRADESH AND TELANGANA HELD AT 03.00 PM ON 04-06-2016 IN THE CHAMBERS OF CHIEF SECRETARY, GOVERNMENT OF TELANGANA STATE.

AGENDA ITEMS

  1. Recording of the Minutes of the $17^{\text {th }}$ Meeting of the State Advisory Committee held on $7^{\text {th }}$ May, 2016.

The minutes of the $17^{\text {th }}$ Meeting of the Advisory committee are still in circulation and yet to be approved. This will be placed before the next meeting of the Committee for being recorded.
2. Action taken on the minutes of $17^{\text {th }}$ meeting of the Committee

Does not arise.

3. Approval of Tentative Allocations notified

The tentative allocation list of employees of the State Cadre categories of posts under the Director General \& Inspector General of Police [other than DSP(Civil), Additional SP (Civil), SP (NC)] prepared by the Sub-Committee and notified calling for representations from aggrieved employees was approved/ ratified.

Advisory Committee approved and ratified the action taken in respect of the Department.4. Approval of recommendations on representations against Tentative Allocation by aggrieved, recommended final Cadre strength and recommended final allocation of State Cadre employees between the successor States of AP and Telangana and submitted to Central Government for final orders during the period from 07.05.2016 to 03.06.2016.

Advisory Committee approved and ratified the action taken in respect of the Departments mentioned.

  1. Allocation of Sri P. Viswanatha, Grade – I Municipal Commissioner under the Commissioner / Director of Municipal Administration

Recommended for allocation of Sri P. Viswanatha, Grade-I Municipal Commissioner who was promoted with retrospective effect from a date earlier to 02.06.2014 having regard to the direction of the APAT.

  1. Registration & Stamps Department – Allocation of DIGs

Having regard to the totality of circumstances, the interim directions of the Courts in the Writs and OPS, the series of actions taken by the AP Government post 01.06.2014 in respect of this category, the Committee has considered the representations against the tentative allocations submitted by the aggrieved DIGs, R&S and decided as indicated in the statement of representations appended and approved the recommended list of final allocations in the category of DIGs, R&S as in the list appended.

  1. Law Department of Secretariat – Allocation of Private Secretary to Secretary

The TS Government representatives desired to obtain legal opinion of their Law Officers and wanted the GOI nominee to also to kindly obtain the Law Ministry’s view on the course of action open in the matter. Chairperson urged that this may be done expeditiously to enable a final decision without delay.

  1. Allocation of Joint Directors, Treasuries and Accounts Department

It was noted that Smt KA Jhansi Sobhan, Joint Director wants to be allocated to AP changing her option to AP and that the Government of AP has no objection to her being allocated to AP. TS Government representatives wanted to have the local status of two of the JDs rechecked before allocation is done. Hence the matter was deferred to the next meeting.9. Engineer-in-Chief – Public Health – Adjustment of Cadre Strength and allocation of employees.

As no unanimous decision could be taken, the matter was deferred.
10. Status note on tentative allocation of State Cadre employees of the Director of Medical Education.

Committee noted that the DMEs are yet to finally submit the correct cadre strength data and that scrutiny is still on in respect of the disputed local candidature cases. The department Heads were requested to complete the process and submit data. Upon receipt of the accurate data and completion of scrutiny of local candidature a trial run of a revised tentative list on the basis of the revised data will be done as already decided by the Committee and submitted to the SAC for decision on the next steps.
11. Matter of allocation of the category of the post of Director, Animal Husbandry Department
Deferred.
12. Note on Employees in Last Grade Services (Class-IV category) in the General Subordinate Services in the Secretariat Departments and Heads of the Departments who are local to TS, opted to TS and allotted to AP.

Deferred.
