OFFICE MEMORANDUM

Subject: Level ‘D’ Training Programme for Officers of the CSS during the period from 16/12/2013 to 07/02/2014.

The undersigned is directed to inform that orders for regular promotion to the grade of US in respect of some officers were not issued for their failure to attend/successfully complete mandatory Level ‘D’ training. The matter has been further examined in this Department and with the approval of the competent authority it has been decided to offer such officers one more final opportunity, for the successful completion of the mandatory Level ‘D’ Training Programme. Accordingly, the following officers are nominated for the mandatory Level ‘D’ training programme to be conducted by ISTM during the period 16/12/2013 to 07/02/2014 :-

Attention is once again drawn to the fact that these officers have been given the last opportunity as a special case in order to enable them to comply with the mandatory conditions of successful completion of cadre training programme for holding higher responsibilities as per DOP&T Notification G.S.R.197(E) dated 19th March 2010. Failure on this count shall therefore, render them liable to debarment/denial of promotion as envisaged in DOP&T OMs No.1/1/2009-CS.I(Trg) dated 24.02.2010 and OM No.8/11/2010-CSI(Trg) dated 05.04.2010. The concerned authorities are accordingly requested that the officers may be relieved of their duties without fail and advised to report to Ms. Manisha Bhatnagar, Deputy Director, ISTM, Administrative Block, JNU Campus (Old), New Delhi at 9 A.M. on 16th December, 2013, so that they are not deprived of their regular promotion on this account.

  1. The aforesaid training includes study tour as well as field visit outside Delhi. Officers nominated may be advised to draw necessary TA/DA advance of Rs. 70,000/- from the respective Ministry/Department. This amount may be sanctioned in the name of nominated officers and the same will be collected by ISTM from the participating officers. Confirmation with regard to the participation of the officers may please be sent to Ms. Manisha Bhatnagar, Deputy Director (Co-ordinator), ISTM, New Delhi who is accessible on Phone No.26175590.
