Subject : Level ‘D’ Training Programme for Officers of the CSS during the period from 04/08/2014 to 26/09/2014.

The undersigned is directed to inform that orders for regular promotion to the grade of US in respect of some officers could not be issued for their failure to successfully complete the mandatory Level ‘D’ training despite three nominations. The matter has been further examined in this Department and it has been decided with the approval of MOS(PP) to offer the defaulting officers one last and final chance for attending the mandatory Level ‘D’ Training Programme. Accordingly, the following officers are nominated for the promotion linked mandatory Level ‘D’ training programme to be conducted by ISTM w.e.f. 04/08/2014 to 26/09/2014, in order to comply with DOP\&T Notification G.S.R.197(E) dated $19^{\text {th }}$ March 2010:

  1. These officers are hereby directed to report to Shri Satyajit Mishra, Joint Director (Co-ordinator), ISTM, Administrative Block, JNU Campus (Old), New Delhi110067 at 9 A.M. on $4^{\text {th }}$ August, 2014 without fail for undergoing Level ‘D’ training programme. The above officers are deemed to be relieved of their present duties and their services are placed at the disposal of Director, ISTM for the period from 04/08/2014 to 26/09/2014, in compliance with the mandatory conditions of imparting training for holding higher responsibilities.-2-

  2. Non-compliance/refusal will also result in debarment for regular promotion as envisaged in terms of CSS (CTP) issued vide DOP&T OMs No.1/1/2009-CS.I(Trg) dated 24.02.2010 and OM No.8/11/2010-CSI(Trg) dated 05.04.2010 and the officer concerned may also be reverted to the substantive grade of SO, if they are holding the post of US on adhoc basis. The concerned authorities are, therefore, informed that the above officers may be relieved of their duties, so that they are not deprived of their regular promotion on this account.

  3. The aforesaid training includes study tour as well as field visit outside Delhi. Officers nominated may be allowed to draw necessary TA/DA advance of Rs. 70,000/- from their respective Ministry/Department/Office. This amount may be sanctioned in the name of nominated officers and the same will be collected by ISTM.
