Level ‘A’ Training Programme for UDCs with 5 years’ approved service

This Office Memorandum announces a Level ‘A’ Training Programme for Under Secretaries (UDCs) with at least five years of approved service. The training, conducted by ISTM from November 15th to December 10th, 2010, requires officials to be relieved of their duties with vigilance clearance and to report to a designated coordinator. Performance during the training will be factored into promotion considerations, and repeated failure to attend will result in debarment from future training and potential administrative action. The memorandum also details provisions for leave debiting for subsequent training attempts and outlines travel allowance (TA/DA) procedures. Departments are requested to confirm participation by a specified date and provide bio-data. Annexures list the nominated officers and a curriculum vitae form for each participant.

OFFICE MEMORANDUM

Subject: Level ‘A’ Training Programme for U.D.Cs with 5 years’ approved service in the grade (15/11/2010 to 10/12/2010).

The undersigned is directed to inform that UDCs with 5 years’ approved service in the grade, whose names are given in Annexure I, have been nominated for the above mentioned Level ‘A’ Training Programme. This training is being conducted by ISTM w.e.f. 15/11/2010 to 10/12/2010. It is requested that these officials may be relieved of their duties, subject to vigilance clearance and advised to report to Shri Chandan Mukherjee, Deputy Director(Co-ordinator) ISTM, Administrative Block, JNU Campus (Old), New Delhi-110067 at 9 A.M. on $15^{\text {th }}$ November, 2010.
2. The performance of the officials in the training will be evaluated and the reports thereof would be added in their APARs to be considered for their next promotion. No request for withdrawal of nomination either from the Ministry/ Department or the officer concerned shall be entertained by this Department or the Institute as this would have an effect on their next promotions. It is also informed that as per DOP\&T OM No.1/1/2009-CSI(Trg) dated $24^{\text {th }}$ February, 2010, thrice nominated candidates who have not yet undergone training and who fail to attend again, will be debarred from future mandatory training modules, which will result in administrative action and denial of promotion to such debarred officers.
3. Further, as per the Cadre Training Plan for CSS, a member of the Service may be allowed two opportunities to complete the training programme successfully. In case, even after the second opportunity, one does not make it, duration of any further participation in the training programme should be debitable to the leave account of the member concerned. As the training of the officials and successful completion is mandatory, the Cadre Units are requested to ensure that the officials nominated to the above programme are relieved in time.
4. The aforesaid training includes study tour, officers nominated above may be advised to draw necessary TA/DA advance of Rs. 12,000/- each from their respective Ministry/Department. This amount may be released in Cash only.-2-

  1. Confirmation with regard to the participation of the officials along with their respective bio-data (Annexure-II) may please be sent by 20th October, 2010 to Shri Chandan Mukherjee, Deputy Director (Co-ordinator), ISTM, New Delhi, with a copy to the undersigned.
