This communication from the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Government of India, dated January 9, 2008, addresses the Chief Secretaries of all states and union territories. It highlights that Section 26(1)(a) of the Right to Information (RTI) Act, 2005, mandates state governments to develop educational programs to enhance public understanding of the Act. Recognizing the significant role of Non-Governmental Organizations (NGOs) in reaching various segments of society and creating awareness, the letter urges state governments to actively seek their cooperation in disseminating information about the RTI Act and promoting its use. NGOs, due to their close contact with the public and their existing awareness generation activities, are considered instrumental in publicizing the Act.

विषय: सूचना का अधिकार अधिनियम, 2005 के बारे में जागरूकता फैलाने के लिए
गैर-सरकारी संगठनों की सहयोग प्राप्ति ।
महोदय,
मुझे यह कहने का निदेश हुआ है कि सूचना का अधिकार अधिनियम-2005 की धारा 26 की उप धारा (1) का खण्ड (क) सूचना के अधिकार का प्रयोग करने के बारे में जनता की समझ विकसित करने के लिए शैक्षणिक कार्यक्रम तैयार करने तथा ऐसे कार्यक्रम आयोजित करने की जिम्मेदारी राज्य सरकारों को सौंपता है । यह एक बड़ा कार्य है जिसमें समाज के विभिन्न वर्गों को शामिल करने की जरूरत है । गैर-सरकारी संगठन लोगों को विभिन्न प्रकार की सेवाएँ प्रदान कर रहे हैं तथा उनके बीच जागरूकता उत्पन्न कर रहे हैं । वे जनता के नजदीकी सम्पर्क में आते हैं । वे सूचना का अधिकार अधिनियम के प्रयोग के बारे में जानकारी का प्रचार प्रसार करने में महत्वपूर्ण भूमिका का निर्वाह कर सकते हैं । इसलिए, आपसे अनुरोध है कि आप अपने राज्य में कार्यरत गैर-सरकारी संगठनों का सूचना का अधिकार अधिनियम के बारे में जागरूकता फैलाने के लिए भरपूर सहयोग लें ।
