The Department of Personnel & Training is launching the Redeployment and Surplus Management System (RSMS) on June 8, 2023, for online reporting of vacancies. All departments are requested to nominate Nodal Officers and provide their details, including name, designation, contact number, and email ID, to facilitate smooth access to the new portal. Training will be provided by NIC and DoP&T. After June 8, 2023, offline NOC/NAC issuance will cease, so prompt submission of information is crucial to initiate the training process.

Subject: Redeployment and Surplus Management System (RSMS) – online reporting of vacancies to Surplus Cell, DoPT under CCS (Redeployment of Surplus Staff) Rules, 1990 – Launch of RSMS on 8.6.2023- regarding.
The undersigned is directed to refer to this Department’s O.M. of even number dated 26.05.2023 on the above subject (Copy enclosed) and to state that as already informed, Redeployment and Surplus Management System (RSMS) will be launched on 08.06.2023.
- In this regard, Director (Admn.) of concerned Departments of Government of India have been nominated as Nodal Officer(s). They would be assigned new IDs etc. and given appropriate training by NIC, DoP&T and they will later impart the same to train their respective Subordinate / Attached / Field Offices under their control.

It is, however, stated that details such as name, designation, mobile and contact number, e-mail ID (preferably official ID) and complete Office Address of the incumbent Officer(s) (Director (Admn.)/Officer as per department arrangement) for register and use the new RSMS portal, are still awaited.

Therefore, all Departments are once again requested to furnish requisite above-said information of their Nodal Officer(s) so as to ensure smooth access by the Department and their subordinate and attached offices of the RSMS. It may be noted that after 8.6.2023, the issuance of offline NOC/NAC shall cease. Therefore, the respective Department/ Ministry is requested to accord due priority and furnish the required details /information by return mail urgently so that the process for training, etc. is initiated by NIC, DoP&T, at the earliest.
