NOTIFICATION

By the authority vested in me as Returning Officer by the Board of Directors of the Central Government Employees Consumer Cooperative Society (Kendriya Bhandar ), New Delhi, I hereby appoint the Polling Officers whose names are given in Annexure-I to this notification for superintendence, directions, control and conduct of election of Delegates of the aforementioned Society on $06^{\text {th }}$ September 2017 in the respective constituencies mentioned against each name.
2. A list of all the constituencies, indicating the names of the Offices included within the jurisdiction of each, the total number of shareholders and the numbers of Delegates to be elected from each, is given in the Annexure-II. In this connection, it may be stated for the information of the Polling Officer that delegates so elected will constitute the ‘representative’ general body of the Society. Each group shall elect delegates at the rate of one delegate of every 150 members or any part thereof. There shall be atleast one lady delegate from each group provided that ladies constitute atleast $10 %$ of the members in the Group and that there is a lady candidate contesting the election. In the absence of the lady candidate, any candidate can contest the election of delegate against the seat reserved for lady candidate.

3 Two copies of the complete list of shareholders (members of the Society), giving their names constituency wise, will be made available to the Polling Officer, for reference, by the authorized Officer of the Society immediately along with nomination facilities but in any case latest by $10^{\text {th }}$ August 2017. Extra copies, if required, may be had from the OSD (Admn.) directly.
4. The schedule of election would be given in Annexure-III to this notification. The target dates mentioned therein may be strictly adhered to.


  1. The Polling Officer should issue a notification by $4^{\text {th }}$ August 2017 to invite nominations for election of Delegates from the eligible members in his constituency. The specimen of notification to be issued by the Polling Officer is at Annexure-IV. Each such nomination should be duly, proposed and seconded, and signed by the candidate concerned in token of his willingness to stand as a candidate. Nomination papers should be submitted in the form prescribed for the purpose (Annexure-V). The last date for receipt of nomination papers by the Polling Officer will be $17^{\text {th }}$ August 2017. A sealed box will be kept with the Polling Officer in which such nomination papers will be deposited. This sealed box will be provided by the Kendriya Bhandar to the Polling Officers.
  2. The blank nomination forms, including authorization forms (Annexure-VI) for use by the candidate shall be supplied by the authorized representative of the Society, initially @ 5 forms on each Delegate to the elected in a constituency. Extra copies, if required, may be had from the Society directly.
  3. The place at which, the date on which and the time at which scrutiny of notification papers shall taken place should be clearly stated in the circular to the issued by the Polling Officer. The names of the candidates and their proposers should be verified by the Polling Officer on $19^{\text {th }}$ August 2017. After due scrutiny/verification, the Polling Officer will announce the names of candidates whose nominations are found valid on $21^{\text {st }}$ August 2017 by 3 p.m.
  4. It may be noted that the contesting candidates or their proposers or seconders or authorized agents should be given all reasonable facilities to examine the nomination papers and to satisfy themselves that the inclusion of the names of the contesting candidate is valid.
  5. The last date for withdrawal of nominations will be $23^{\text {rd }}$ August 2017 upto 5.00 p.m. The Polling Officer should declare and circulate the names of candidates (contestants) whose nominations are found valid at the place specified for scrutiny of nomination papers in the field. A list of these names should be forwarded to the Returning Officer so as to reach him latest by $24^{\text {th }}$ August 2017 upto 5.00 p.m.
  6. On receipt of valid nomination papers from the Polling Officer, the Returning Officer shall examine the nomination papers and shall decide objections, if any, which may be made by an person in respect of any nomination and may either on such objection, or on his own motion and after such summary enquiry, if any, as he thinks necessary, reject any nomination. Provided that the nomination of a candidate shall not be rejected merely on the grounds of an incorrect description of his name or the name of his proposer or seconder, or any particulars relating to the candidate or his proposer or seconder, as entered in the list of members, if the identity of the candidate, proposer or seconder, as the case may be is established beyond reasonable doubt.
  7. The Polling Officer will get the requisite number of ballot boxes and ballot papers from the Managing Director or his authorized representative directly to him at the latest by 1500 hours on $04^{\text {th }}$ September 2017.

12 The polling booth should be set up at Central Place, as far as possible. The main criterion to be kept in view should be convenience of the voters. The exact location of the polling booth may be intimated to the Returning Officer latest by $29^{\text {h }}$ August 2017.


13 The Polling Officer will show the Ballot Box immediately before the commencement of polling to the candidates or their Authorized agents and will seal the box in their presence. He will get a certificate signed by the candidate/authorized agents in token of having sealed the box in their presence.

14 When a voter enters the booth, the Polling Officer will verify his name and serial number in the voter list and after ensuring his identity will get his signature in token of his having received the ballot paper and allow him to cast the vote.

15 In case of dispute or doubt about the identity of a voter, the decision of the Polling Officer will be final.

16 The polling should normally commence at 1000 A.M. and continue, without any break upto 5 p.m. on $06^{\text {th }}$ September 2017. However, minor variation of $1 / 2$ hour may be made by the Polling Officer to suit the convenience of the voters in a particular office. However, the total number of hours for casting votes should not be less than six (6) hours.

17 A candidate contesting the election may, by a letter to the Polling Officer (vide Annexure-V) appoint an agent to represent him both where polling is held to identify the voters and to watch the recording of votes, etc.
18. No voter shall be admitted after the hours fixed for the poll but a voter, who enters the premises where ballot papers are being issued before the close of the polling hours shall be issued the ballot paper and allowed to vote.

19 After the close of the polling, the ballot box will be checked by each candidate/ authorized agent and their signatures obtained in token of their having satisfied themselves about the sealing of box. Thereafter, ballot boxes will be kept in safe custody, in one place, as may be decided by the Polling Officer.

20 Ballot box will be opened and the counting of the votes taken up on $7^{\text {th }}$ September 2017 at 11.00 A.M. in the presence of the candidates or their authorized agents. However, before the seal on the box is broken, the Polling Officer may get a certificate signed by the candidates or their authorized agents to the effect that the seal was found intact before the ballot box was opened. Votes shall be counted by or under the supervision of the Polling Officer. Each candidate and his authorized agent shall have a right o be present at the time of counting.

21 The number of votes secured by each candidate and the result of the elections should be announced by the Polling Officer as soon as counting is over, i.e. on $07^{\text {th }}$ September 2017. In case of equality of votes, the Polling Officer shall declare the election result by tossing the coin. Thereafter, the names of the elected Delegates should be intimated to the Returning Officer immediately but at the latest by 5 P.M. on 08.09.2017. While doing so, the Polling Officer may give the full particulars of the elected Delegate, i.e. full name, designation and the Department/Branch in which he/she is working, postal address, telephone number and home address etc.


22 In case of any difficulty, the Returning Officer (i.e the undersigned) may be contacted immediately. The other authority who may be contacted for help/assistance in the matter of election is Shri Mukesh Kumar, Secretary, Kendriya Bhandar whose contact No. is 29054104 (Office) and

Sub.: Election to the Delegates of Kendriya Bhandar, 2012- regarding

All the members of the Central Government Employees Consumer Cooperative Society Limited (Kendriya Bhandar ) are hereby informed that the election to the Delegates of Kendriya Bhandar will be held on $9^{\text {th }}$ May, 2012 in Constituency No. 17. The nominations are hereby invited for election of the Delegates from the eligible members. Each nomination should be duly proposed, seconded and signed by the candidate concerned in token of the willingness to contest as a candidate. The nomination form may be filed on working days only between 10.00 AM to 5.00 P.M. Nominations papers duly proposed and seconded and countersigned by the candidate may be submitted to the undersigned (Polling Officer) at Room No. 628-A, Ministry of Water Resources, Shram Shakti Bhawan, Rafi Marg, New Delhi.
2. The serotiny of nominations papers shall take place in my office on 04.05.2012 at 3.00 P.M. in Room No. 628-A, MOWR, SS Bhawan, New Delhi. The names of the candidates whose candidature are found valid will be announced by the undersigned on 02.05.2012 at 4.00 P.M and will be displayed on the Notice Board.
3. The contesting candidates or their proposers or seconders will be allowed to examine the nomination papers and satisfy themselves that the inclusion of the names of the contesting candidate is valid. The last date for withdrawal of nominations will be 03.05 .2012 upto 5.00 P.M. The list of the contestants who remain finally in the fray will be announced/circulated/displayed on the Notice Board on 04.05.2012 at 11.00 A.M.
4. The Polling will be held at Shram Shakti Bhawan and Sewa Bhawan, R.K. Puram and will commence at 10.00 A.M. on $9^{\text {th }}$ May, 2012 and will then continue upto 5.00 P.M. No. Polling shall be allowed for the next day of the polling. The candidate contesting the election may be ordered to move along the line of the Polling Officer, appoint an agent for presentation at the time of the poll, and to watch for the event.
