This Office Memorandum addresses the delay in receiving notifications for the regular appointment of officers included in the Select List 2011 of Grade I (Under Secretary) of the Central Secretariat Service (CSS). The Department of Personnel & Training (DoPT) requests all Ministries/Departments to submit copies of these notifications without further delay to update records. It also pertains to officers on deputation, requiring the originating Ministry/Department to issue notifications subject to specific conditions. The memorandum includes an annexure listing officers and their current postings as of February 3rd, 2014, covering various government departments and ministries.

Subject: Issue of Notifications in respect of officers included in the Select List 2011 of Grade I (Under Secretary) of CSS
The undersigned is directed to invite a reference to this Department’s OM of even number dated 23.09.2013 and reminder dated 06.01.2014 on the subject noted above and to say that Notifications issued for regular appointment of officers on their inclusion in USSL-2011 have not been received in respect of officers mentioned in Annexure despite lapse of more than four months.
- It is requested that copy of notification issued in respect of these officers may be sent to this Department without any further delay for updating records. In respect of officers who are on deputation and in whose favour order for proforma promotion has been issued by this Department vide OM of even number dated 4.11.2013, Notification is required to be issued by the Ministry/Department from where these officers proceeded on deputation, subject to fulfilment of conditions specified in OM dated 23.9.2013. If for any reason notification could not be issued in respect of any officer, the same may be informed to this Department for further necessary action.
