Embracing digital transformation in government, a significant push is underway to streamline the annual performance appraisal process for civil service officers. A new online system, dubbed ‘SPARROW’, is being implemented to facilitate the generation of Annual Performance Appraisal Reports (APARs). While some departments have already begun utilizing this innovative platform and submitted their progress, many are still in the process of transitioning. All concerned ministries and departments are strongly encouraged to expedite their reporting on the generation of APARs through SPARROW, ensuring that all necessary progress reports are submitted promptly to meet the set deadlines. This initiative aims to enhance efficiency and transparency in performance management across the civil services.

Subject: Introduction of ‘SPARROW’ for CSS officers.
The undersigned is directed to refer to this Department’s Office Memorandum of even number dated 6th June, 2017 on the above mentioned subject and to say that progress made towards generation of APARs in respect of CSS/CSSS officers has been received from Ministries/Departments as mentioned at Annex-I.
- It is observed that majority of the Ministries/Departments are still to send progress made to this Department. It is therefore requested that concerned Ministries/Department may send a Progress Report to this Department in the proforma (Annexure-II) latest by 30th June, 2017 positively.
