Introduction of Principal Staff Officer (PSO) Grade in Central Secretariat Stenographers’ Service (CSSS) through Post Upgradation

The government has recently implemented a significant enhancement for its dedicated personnel within the Central Secretariat Stenographers’ Service (CSSS). A new grade, designated as Principal Staff Officer (PSO), has been established by upgrading 39 existing posts of Senior Principal Private Secretaries (Sr.PPS). This strategic move, which accounts for 15% of Sr.PPS and Private Secretaries (PPS) posts, is a direct outcome of the recommendations from the 6th Central Pay Commission, aimed at improving career progression and service structure.

These newly designated PSO positions will now operate under the revised Pay Band 4, offering a competitive pay scale of Rs. 37,400-67,000 with an additional Grade Pay of Rs. 8,700. This corresponds to the pre-revised scale of Rs. 14,300-18,300. Importantly, this upgradation is achieved by converting existing Sr.PPS posts from Pay Band 3 (Rs. 15,600-39,100 + Grade Pay of Rs. 7,600), ensuring that no new Sr.PPS posts need to be created, thus optimizing existing resources.

The promotion process for eligible Sr.PPS to the PSO grade will adhere to established procedures, including Departmental Promotion Committee (DPC) guidelines. A key aspect of this reform is the operational flexibility; the 39 upgraded posts will function at the PSO level only when eligible candidates are available for promotion. Until such time, they will continue to be managed at the Sr.PPS level, maintaining seamless administrative continuity. This progressive step underscores the government’s commitment to recognizing and rewarding the contributions of its civil servants.

OFFICE MEMORANDUM

Subject: Introduction of new Grade of PSO in CSSS by upgradation of 39 posts of Sr.PPS (i.e. 15% posts of Sr.PPS and PPS in CSSS) by placing them in the pay scale of Rs.14,300-18,300/- (pre-revised) – acceptance of the recommendation of the 6th Central Pay Commission – regarding.

The undersigned is directed to say that the recommendation of the 6th Central Pay Commission that 15% posts of Sr.PPS & PPS belonging to Central Secretariat Stenographers’ Service (CSSS) be upgraded from Sr.PPS & placed/operated in the pay scale of Rs.14,300-18,300/- (pre-revised), corresponding to the revised Pay Band – 4 (Rs.37,400 – 67,000 + Grade Pay of Rs.8,700) and that such of those posts of Sr.PPS as are upgraded in this grade shall be designated as Principal Staff Officer (PSO), has been accepted by the Government vide Ministry of Finance, D/o Expenditure’s U.O.No.7.32/11/2009-IC dated 26/2/2009. Accordingly, sanction of the President is hereby conveyed to the upgradation of 39 posts of Senior Principal Private Secretaries of CSSS (PB-3 – Rs.15,600-39,100 + Grade Pay of Rs.7,600/-) to the level of Principal Staff Officer in the Pay Band – 4 (Rs.37,400-67,000 + Grade Pay of Rs.8,700) from the existing sanctioned posts of Sr.PPS. Thus, no additional posts of Sr.PPS will need to be created.

  1. Promotions of eligible Sr.PPSs of CSSS as PSOs will be given as per the prescribed procedure of DPC etc. There would, however, be flexibility to the extent that these 39 upgraded posts would be operated as & when the Sr.PPS of CSSS become eligible for consideration for promotion against these posts and till such time these posts would continue to be operated at the level of Sr.PPS.
