The Central Civil Services Cultural and Sports Board (CCSCSB) is organizing an Inter-Ministry Music, Dance & Short Play Competition from October 9th to 13th, 2023, at CSOI, Chankya Puri, New Delhi. CIRCULAR
Sub :Inter-Ministry Music, Dance \& Short Play Competition 2023-24
Central Civil Services Cultural and Sports Board (CCSCSB) is organizing Inter-Ministry Music, Dance \& Short Play Competition 2023-24 from $9^{\text {th }}$ to $13^{\text {th }}$ October, 2023 at CSOI, Chankya Puri, New Delhi. The Ministry/ Department desirous to participate in the tournament may send their entries in the prescribed proforma (Annexure-I) along with the entry fee and photocopy of Identity Card of all the players. The entry fee will be Rs.100/- per head per event for solo music and dance category. The entry fee for group events and short play will be Rs. 500/-. Last date for submission of entries in Central Civil Services Cultural \& Sports Board office, Room No 361, ‘B’ Wing, Lok Nayak Bhavan, Khan Market, New Delhi – 110003 is $3^{\text {rd }}$ October, 2023.
2. There will be only one team from each Ministry. The Ministry may include in their team persons working in the attached and subordinate offices located at Delhi/ New Delhi. All teams/ Individuals would be represented as a part of Ministry’s Team only. Central government autonomous organization like UPSC, Election Commission, C\&AG’s Office, Lok Sabha Secretariat, Rajya Sabha Secretariat, Cabinet Secretariat, PMO etc. can sent independent teams. The entries are to be sent through the Welfare Offices of the Ministry concerned.
3. The following categories of employees are not eligible for participation in this competition:-
(a) Uniformed personnel in Defence Services/Para Military Organisations/CentralPoliceOrganisation/Police/RPF/CISF/BSF/ITBP/NSG etc.
(b) Employees of Autonomous bodies/Undertakings/Public Sector Banks/Corporations even though administratively controlled by the Central Ministries.
(c) Casual/Daily wages workers.
(d) Employees attached to offices on temporary duty.
In case, at any time, it is found that a player included in the team is not eligible, the team would stand automatically disqualified from the tournament.

- Winners and runners-up of team championship will also be awarded cash prize of ₹10,000/- and ₹7000/- respectively.
- Decisions of the judges shall be final & no appeal against their decision would be entertained. All the participants are requested to maintain discipline and decorum and report on time for their performance during the Competition.
- The Selection of the artists for All India Civil Services Music and Dance Competition will be made on the basis of their performance in this competition.
- The rules and regulations, guidelines etc for conduct of Competition is enclosed at Annexure II.
- The Final fixture will be uploaded after the last date of entries.

RULES FOR SHORT PLAY COMPETITION
(a) The maximum duration of Play shall be 30-60 Minutes (inclusive stage set up etc.) Curtain will be dropped on expiry of 60 Minutes of allotted time. The minimum duration of the play should not be less than 30 minutes.
(b) Individual prizes $1^{\text {st }}, 2^{\text {nd }} & 3^{\text {rd }}$ will be awarded in each of the following category:-

– Best Play will be awarded to that play which captures maximum points in above categories. – Extra marks may be awarded for original script. The writer of the script will submit an undertaking before the stage performance. |
(c) No controversial matter/content in any form will be entertained.
(d) If Board finds any controversial entry, the play will be stopped and disqualified. Notwithstanding the above rules, the Board/Organiser may reject any entry at any time without assigning any reasons.
(e) Request for postponement of Play either in respect of time or date will not be entertained.
(f) Decision of the Organisers/Board will be final and binding on all and no representation will be entertained against any judgment.
(g) Minus marking to the extent of maximum 10 marks may be made by the judges for indecency in speech, action or gestures beyond dramatic norms.
(h) To provide level playing field, participants will use lights \& sounds of the auditorium only.
GENERAL RULES AND REGULATION FOR THE COMPETITION
(a) No competition will be conducted in an event if the number of entries is less than three.
(b) No prizes will be given if the entries are less than five in any category.
(c) One team can give Two entries in Solo & One entry in Group Event.
(d) A participant can participate in two solo and two groups items (song \& dance only).
(e) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board.
(f) The Judges will give clear verdict of $1^{\text {st }}, 2^{\text {nd }} \& 3^{\text {rd }}$ position. There will be no tie in ANY POSITION.
(g) The judgement made by the judges shall be bound on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances.
(h) The decision taken by the Board regarding Prizes shall be final and no representation shall be entertained to this effect.
(i) Participants may bring their own Instruments \& instrumentalists in the Competition.
(j) A harmonium \& table alongwith Tabla Player will be made available to accompany the participant. No other Instrumentalist will however be provided.
(k) In Group performance minimum 06 \& maximum 08 participants can perform.
(I) Any awardwinning performance whether it is play or group song/dance or solo performance, raga can be repeated but bandish should be new, it cannot be repeated by the same ministry during the next four years.
(m) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail.
(n) Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time.
(o) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehavior or indiscipline by any participant strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant/team.
GUIDELINES FOR JUDGES
Prizes will be awarded on the recommendations of panel of Judges that will be appointed by the Board. The judges will make their recommendation by awarding marks for various aspects of each item as per details given below:-
