The Central Civil Services Cultural and Sports Board (CCSCSB) is organizing an Inter-Ministry Music, Dance & Short Play Competition from October 17th to 21st, 2022, at CSOI Auditorium, New Delhi. This competition, held to commemorate 75 years of India’s independence and the ‘Azadi ka Amrit Mahotsav’, aims to foster interaction and understanding between people from different states and union territories through cultural activities. Ministries and departments can participate by submitting entries with an entry fee, with a limit of one team per ministry. CIRCULAR

Subject: Inter Ministry Music, Dance & Short Play Competition, 2022-23 for Central Government Employees working in Delhi / New Delhi

On the occasion of 75 years of independence of India, Government of India is celebrating Azadi ka Amrit Mahotsav. The objective of the Mahotsav is to enhance interaction and promote mutual understanding between people of different States and Union Territories by conducting activities in the field of language and culture.

  1. To commemorate the glorious history of Indian people and culture, Central Civil Services Cultural and Sports Board (CCSCSB) is organizing Inter-Ministry Music, Dance & Short Play Competition 2022-23 from 17^{th } October to 21^{st } October, 2022 at CSOI Auditorium, Chankya Puri, Vinay Marg, New Delhi. The Ministry/Department desirous to participate in the tournament may send their entries in the prescribed proforma (Annexure-I) along with entry fee.
  2. There will be only one team from each Ministry/Department. The Ministry/Department may include in their team persons working in the attached and subordinate offices located at Delhi/New Delhi. All teams/Individuals would be represented as a part of Ministry’s Team only. Central Government autonomous organization like UPSC, Election Commission, C&AG’s office, Lok Sabha Secretariat, Rajya Sabha Secretariat, Cabinet Secretariat, PMO etc. can send independent teams. The entries shall be sent through the Welfare Officers of the Ministry/Department concerned.
  3. The entry fee will be Rs.75/- per event for solo category like solo music and dance category. The entry fee for group event will be Rs.300/- for each group like group song, group dance & Short Play. The Ministry/Department desirous to participate in the tournament may send their entries in the prescribed proforma (Annexure-I) duly signed by the Welfare Officer along with the entry fee to the office of Secretary, Central Civil Services Cultural and Sports Board, DoPT, Room No. 361, ‘B’ Wing, Lok Nayak Bhavan, Khan Market, New Delhi -110003 on or before the last date i.e. 12^{th } October, 2022.

  1. The name of each participant for group dance and short play may be mentioned in entry form. Each participant may participate in two solo and two groups. The competition will be held in the following categories:-

  2. The following categories of employees are not eligible for participation in this competition:- (a) Uniformed personnel in Defence Services /Para Military Organisations/Central Police Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc. (b) Employees of Autonomous bodies / Undertaking/Public Sector Banks/Corporations even though administratively controlled by the Central Ministries. (c) Casual/Daily wages workers. (d) Employees attached to offices on temporary duty.

  3. Winners and runners-up of team championship will also be awarded cash prize of ₹10,000/- and ₹7000/- respectively.

  4. Participants of Inter ministry Music, Dance& Short Play Competition being government employees are subjected to the provisions of conduct Rules. Any Violation of these provisions would invite disciplinary proceeding.

  5. Decisions of the judges shall be final & no appeal against their decision would be entertained. Any act of indiscipline will be taken seriously by the Board Team Members and team may be debarred from participating in future competitions.

  6. The Selection of the artists for All India Civil Services Music, Dance & Short Play Competition will be made on the basis of their performance in this competition.

  7. Any information regarding change in dates/venue/cancellation etc. about the Tournament will be available on our website i.e. www.dopt.gov.in. All participating teams are, therefore, requested to check the details of the tournament about any possible change.

  8. The rules and regulations governing the eligibility conditions for participation, etc. in the Inter-Ministry Tournament are available on the website of the Department of Personnel & Training (https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisons).

  9. The rules and regulations, guidelines etc. for conduct of Competition is enclosed at Annexure II.

I Karnatic Music (Vocal) – Solo Time Limit (maximum)
(a) Classical Any Kriti of a well known South Composer in Any South Indian Language. 07 Minutes

RULES FOR INTER MINISTRY COMPETITION OF MUSIC, DANCE & SHORT PLAY COMPETITION: 2020-21

VII Dances (Solo and group)

No Film based classical dance shall be allowed.

(ii) Bollywood song may be played with western beats only.
(iii) Provocative dance steps, Indecency in dress & lyrics are strictly prohibited.
(iv) If anything found against the rules, the performance will be stopped immediately.

  • * Best Play will be awarded to that play which captures maximum points in above categories.
  • Extra marks may be awarded for original script. The writer of the script will submit an undertaking before the stage performance.
    (c) No controversial matter/content in any form will be entertained.
    (d) If Board finds any controversial entry, the play will be stopped and disqualified. Notwithstanding the above rules, the Board/Organiser may reject any entry at any time without assigning any reasons.
    (e) Request for postponement of Play either in respect of time or date will not be entertained.
    (f) Decision of the Organisers/Board will be final and binding on all and no representation will be entertained against any judgment.
    (g) Minus marking to the extent of maximum 10 marks may be made by the judges for indecency in speech, action or gestures beyond dramatic norms.

GENERAL RULES AND REGULATION FOR THE COMPETITION

(a) No competition will be conducted in an event if the number of entries is less than three.
(b) No prizes will be given if the entries are less than five in any category.
(c) One team can give Two entries inSolo and One entry in Group entry.
(d) A participant can participate in two solo and two groups items (song & dance only).
(e) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board.
(f) The Judges will give clear verdict of 1^{st }, 2^{nd } & 3^{rd } position. There will be no tie in ANY POSITION.
(g) The judgement made by the judges shall be bound on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances.
(h) The decision taken by the Board regarding Prizes shall be final and no representation shall be entertained to this effect.
(i) Participants may bring their own Instruments & instrumentalists in the Competition.
(j) A harmonium & tabla alongwith Tabalchee will be made available to accompany the participant. No other Instrumentalist will however be provided.
(k) In Group performance minimum 06 & maximum 08 participants can perform.
(I) Any award winning performance whether it is play or group song/dance or solo performance, raga can be repeated but bandish should be new, it cannot be repeated by the same ministry during the next four years.
(m) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail.
(n) Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time.
(o) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be
responsible for this purpose. In case of misbehaviour or indiscipline by any participant strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant/team.

Prizes will be awarded on the recommendations of panel of Judges that will be appointed by the Board. The judges will make their recommendation by awarding marks for various aspects of each item as per details given below:-
