The Central Civil Services Cultural and Sports Board is organizing an Inter-Ministry Music, Dance and Short Play competition from February 6th to 10th, 2017. CIRCULAR

INTER-MINISTRY MUSIC, DANCE AND SHORT PLAY COMPETITION, 2016-17

The Central Civil Services Cultural and Sports Board is organizing the Inter-Ministry Music, Dance and Short Play competition 2016-17 from 6th to 10th February, 2017 at C.S.O.I Auditorium, Vinay Marg, New Delhi. The entry for the competition should be sent in the prescribed form duly signed by the Welfare Officer of the Ministry concerned to the Board’s Office latest by 16th January, 2017 positively.

  1. The entry fee will be Rs. 75/- per head per event in solo music or dance along with separate entry form for each category mentioning the name of the participants and in case of group event name of the participants and Rs. 75/- per head. Rs. 300/- for Short Play/Group. No entry will be accepted without entry fee and after the due date.

  2. Participants of Inter-Ministry Music & Dance competition being government employees are subjected to the provisions of conduct Rules. Any violation of these provisions would invite disciplinary proceeding.

  3. Decisions of the judges shall be final & no apple against their decision would be entertained. Any act of indiscipline will be taken seriously by the Board.

  4. The rules and regulations of the competition are enclosed.

  5. The selection of the artists for All India Civil Services Music and Dance and Short Play competition will be made on the basis of their performance in this Competition.

Raga Alapna is not be rendered in 10 Minutes this items.
III. Instrumental Music Light 07 Minutes

Sitar, Sarod, Veena, Violin, Sarangi, Tar, Shanai, Guitar, Mandolin, Bango, Flute, Clarionette, Mouth, Organ, Tabla, Pakhawaj, Mridangam, Dholak, Jarirang, Kashtrang.
IV. Folk Music Vocal 05 Minutes
V. Western Music Vocal (Solo) 05 Minutes
VI. Classical Dances

Kathak, Mohiniattam, Bharatnatyam, Mainpuri, Kuchipudi, 10 Minutes Oddissi and Kathakali.

PRIZES

  1. Three Prizes will be awarded subject to sufficient entries received.
  2. No prizes will be given in a particular group, if the entries in that group are less than three. Where there are only three entries for any one group, there will be only one prize. Where the entries for any one group are more than 3 but less than six only two prizes will be awarded and where the entries are six or more in any group three prizes will be awarded.
  3. The prizes for any of the above categories may be withheld if the competition does not come up to the requisite standard in a particular category.
  4. Prizes will be awarded on the recommendations of panel of Judges that will be appointed by the Board. The Judges will make their recommendation by awarding marks to the various aspects of each item as per details given below:-

Group Folk Dance should have a minimum of four participants and maximum of ten participants. Any Ministry can perform maximum of two group dances and two solo dances.

ANY MINISTRY CAN GIVE A MAXIMUM OF TWO INDIVIDUAL SINGING ENTRIES IN EACH CATEGORY.

GENERAL

  1. No competition will be conducted in any event if the Number of entries are less than three. Since the Strength of the team for participation in the AICS Music & Dance Competition is restricted to 21(20+1) the number of participants in a group event to be selected may be reduced on the basis of their individual performance during the selection process for AICS.
  2. A Harmonium will be made available. No Instrumentalist will, however, be provided. The competitors may bring their own instrumentalists who may use these instruments.
  3. Arrangements will also be made for Tabalchee and Tabla to accompany the participants, if they so desire.
  4. No Film song and tunes shall generally be permitted instrumental music & vocal singing.
  5. In all matters pertaining to the competitions, the decision of the Board shall be final and binding upon the competitors.
  6. A participant can not participate in more than three solo and two group items (or vice versa). On doing so he/she will be disqualified.
  7. If a performer mixes two categories (e.g. while performing classical one can not mix light classical or folk in it), he/she will be disqualified on the spot.
  8. Any Ministry can send two entries in group event and two entries in solo events.
  9. In case of Group Dances – Minimum 4 and maximum of 10 dancers.
  10. In case of Group Singing – Minimum 4 and maximum 08 of singers.
  11. Any award winning performance whether it is play or group song/dance or solo performance, raga can be repeated but bandish should be new, it can not be repeated by the same ministry during the next four years.

RULES

INTER-MINISTRY SHORT PLAY COMPETITION

TITLE

  1. These Rules may be called ‘Short Play Competition Rules’

APPLICATION

  1. These rules will apply to the Short Play Competition conducted by the CCSCSB.

ELIGIBILITY

  1. The competition shall be open to all Ministries of the Central Government. The participating units may include in their troops civilian personnel working in the attached and subordinate offices of the Government of India located at Delhi. Employees of Autonomous Bodies and Public Undertakings will not be eligible for participation. Eligibility conditions for participation in the Inter-Ministry tournaments already circulated will also be applicable to Short Play Competition. A maximum of two entries per Ministry will be accepted, provided that the plays are in different language.
  2. Entries should be offered for Short Play in any of the languages enumerated in the Indian constitution.
  3. The maximum duration of each play should be 60 minutes which should include all phases of production, stage setting, light and mike fittings, etc. and the play itself. Curtains will be dropped on expiry of 60 minutes of allotted time.
  4. A play staged in this competition will not be eligible for reproduction in the same competition before the expiry of a period of four years.

ENTRY FEE

  1. Each entry should be sent to the Board’s office, duly forwarded by the Welfare Officer of the Ministry concerned, on or before the date mentioned in the circular. The entry should be sent on the prescribed proforma (Annexure ‘A’) alongwith the entry fee which is non refundable.

PRIZES

  1. Individual prizes, 1^{st }, 2^{nd }, and 3^{rd } will be awarded in each of the following items:
    (i) Production
    (ii) Direction
    (iii) Acting (Female)
    (iv) Acting (Male)
    (v) Acting (Child) if any below 18 years /Music if any
    (vi) Script (if originally written by a Central Govt employees working in the Ministry/Office eligible to participate in the competition. Adaptation will not be eligible for any prize)
    (vii) Supporting Acting (Male)
    (viii) Supporting acting (Female)

JUDGEMENT

  1. Decision regarding the above mentioned prizes will be taken by the Central Civil Services Cultural and Sports Board on the recommendations of the panel of judges appointed by the Board for the purpose. The judges shall make their recommendation on the basis of their assessment of various items as per the guidelines attached.
  2. Decision of the Board will be final and binding on all and no representation will be entertained against any judgement.
  3. The Board may increase or decrease the number of prizes as per the circumstances mentioned in the circular attached.
  4. A participating unit will be liable to repeat its performance as and when called upon to do so by the Central Civil Services Sports & Cultural Board after the completion of the competition and will remain the property of the Board.

CONDITIONS FOR ARTISTS

  1. All Male artists in a play should necessarily be amateurs and working in Offices of the Central Government located at Delhi/New Delhi eligible to participate in the competition.
  2. Lady artists may be amateurs working in a Central Government Offices at Delhi/New Delhi or the family members of the Central Government employees.

NOTE. Family as indicated above, means a government servant’s wife/husband residing with him/her and legitimate children or step children residing with and wholly dependent upon the him/her. Wives of Central Government employees if serving in non eligible offices are also eligible to participate.

  1. Normally all artists participating in a drama in the competition would belong to the Ministry which enters that particular play in the said competition. But where necessary a Ministry may borrow female artists from another Ministry with prior permission of the Board and the Ministry concerned.

FACILITIES TO BE PROVIDED BY THE BOARD

  1. The Central Civil Services Cultural and Sports Board will make available a suitable auditorium with normal light, sound and stage conditions necessary to stage a drama. The Board will give an amount of Rs. 1000/- towards production charges. No separate set will be provided by the Board.
  2. The participating units should be prepared to stage their play on any day and at any time during the day according to the schedule prepared by the Board. The exact date and time will be intimated in advance. However, the Board reserves the right to change the date and timings of any participating unit against which no protest will be entertained.
  3. The Board reserves the right to accept, reject or scratch any entry at any time without assigning any reasons.
  4. Request for postponement of (Play) either in respect of time or date will on no account be entertained.
  5. The participating units will have to apply for reimbursement of the expenditure within a fortnight of the completion of the competition, in the proforma prescribed by the Board. Claim filed after the said period will not be entertained.
  6. The application for reimbursement of the expenditure should invariably be accompanied by a Statement of Account duly supported by vouchers alongwith the utilization certificate. The amount will be reimbursed in the name of the person/club duly authorized by the Welfare Officer of the Ministry concerned.

DURATION

  1. Overall duration of a play (including stage settings/change) should not be less than 45 minutes and not more than 60 minutes.

A period of 10 minutes will be given to each group for clearing the stage.

STAGE SETTINGS

24 (a) A period of 10 minutes will be given to each group for setting the stage. (b) Stage setting will be taken into account for adjudging the best production. (c) The Board may, through its representatives, preview (General) a play entered in the competition. (d) Notwithstanding the above rules, the Board may reject any entry at any time without assigning any reasons. (e) The participating units may be required to stage their plays on any day and at any time during the hours 9.00 A.M. to 9.00 P.M.
