The Central Civil Services Cultural & Sports Board (CCSCSB) is organizing an Inter-Ministry Cricket Tournament 2022-23 from November 24th, 2022, to commemorate 75 years of India’s independence. Ministries/Departments interested in participating must submit an entry form with a fee of Rs. 1000/- by November 17th, 2022. Teams can consist of a maximum of 18 players, and specific eligibility criteria apply, excluding uniformed personnel, autonomous body employees, and daily wage workers. Detailed rules and regulations are available in Annexure-II and on the Department of Personnel & Training website. The tournament will be played on a league and knockout basis, with cash prizes awarded to the winners and runners-up. All participants must adhere to COVID-19 guidelines.

CIRCULAR

Sub : Inter-Ministry Cricket Tournament 2022-23.
On the occasion of 75 years of independence of India, Government of India is celebrating Azadi ka Amrit Mahotsav. The objective of the Mahotsav is to enhance interaction and promote mutual understanding between people of different States and Union Territories by conducting activities in the field of language and culture.

  1. To commemorate the glorious history of Indian people and culture, Central Civil Services Cultural and Sports Board (CCSCSB) is organizing Inter-Ministry Cricket Tournament 2022-23 from 24^{th } November, 2022 onwards at Vinay Marg Sports Complex, Chankya Puri, New Delhi. The Ministry/Department desirous to participate in the tournament may send their entries in the prescribed proforma along with the entry fee of Rs.1000/-. Last date for submission of entries in the Central Civil Services Cultural & Sports Board office Room No 361, ‘B’ Wing, 3^{rd } Floor, Lok Nayak Bhavan, Khan Market, New Delhi – 110003 is \underline{17^{th }} November, 2022.
  2. A team would consist a maximum of 18 players including Coach/Manager. Fixture of the tournament will be uploaded after the last date of receipt of entries. Tournament will be organised on league and Knock Out basis. Rules/Regulations for the tournament are available at Annexure-II.
  3. Kindly note that there will be only one team from each Ministry. The Ministry may include in their team persons working in the attached and subordinate offices located at Delhi/ New Delhi. All teams/ Individuals would be represented as a part of Ministry’s Team only. Central government autonomous organization like UPSC, Election Commission, C&AG’s Office, Lok Sabha Secretariat, Rajya Sabha Secretariat, Cabinet Secretariat, PMO etc. can sent independent teams. The entries are to be sent through the Welfare Offices of the Ministry concerned.
  4. The following categories of employees are not eligible for participation in this competition:-
    (a) Uniformed personnel in Defence Services/Para Military Organisations/ Central Police Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc.
    (b) Employees of Autonomous bodies/Undertakings/Public Sector Banks/ Corporations even though administratively controlled by the Central Ministries.
    (c) Casual/Daily wages workers.
    (d) Employees attached to offices on temporary duty.

In case, at any time, it is found that a player included in the team is not eligible, the team would stand automatically disqualified from the tournament.

  1. No entry will be accepted unless accompanied with fee. The entry should be sent in the prescribed proforma (Annexure I) duly signed by the Welfare Officer concerned and should reach on or before the last date i.e. 17^{th } November, 2022.

Note: – No other payment mode will be accepted except above.

  1. Winners and runners-up of team championship will also be awarded cash prize of ₹ 10,000 / – and ₹ 7000 / – respectively.
  2. Any information regarding change in dates/venue/cancellation etc. about the Tournament will be available on our website i.e. www.dopt.gov.in. All participants teams are, therefore, requested to check the details of the tournament about any possible change.
  3. The rules and regulations governing the eligibility conditions for participation, etc. in the Inter-Ministry Tournament are available on the website of the Department of Personnel & Training (https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisons).
  4. The general instructions/guidelines of COVID-19 issued by Central/State Govt. from time to time are to be strictly followed by all players and supporting staff during the competition. If it is found that Covid appropriate behaviour is not followed by any player/official in the tournament he/she shall be liable to be debarred from the tournament.

VERIFICATION CERTIFICATE

This Ministry intends to enter a team for the Inter-Ministry Tournaments/Competition. Accordingly, the entry form duly filled up is sent herewith. I hereby undertake on behalf of the Ministry to abide by the rules and instruction of the Tournament/Competition.

  1. I certify that the participants mentioned in this form are employees of this Ministry/ Department. No member of the team is a casual / daily wage employee. All the players are eligible to participate in the tournament/competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is not eligible and is included in the team, the team will be automatically disqualified from the tournament/competition without any notice to this ministry/ department.
  2. I also undertake the responsibility to ensure that this Ministry’s team after being entered in the Tournament/Competition will participate in the Tournament/ Competition and at any stage would not refuse to participate or withdraw from the Tournament/Competition without prior approval of the Board.

Inter Ministry Cricket Tournament Rules & Regulations:

  1. Only one team can participate from each Ministry. The photocopy of the Identity Card of the players should be enclosed with the Entry Form. Welfare Officer from Ministry may please ensure before sending the respective team. Partially filled form will not be entertained.

  2. Inter Ministry Cricket Tournament 2023-24 will be played on 20-20 over patter on LEAGUE CUM KNOCK OUT basis.

  3. Minimum of 06 over will constitute a match.

  4. Simple Average will be considered for deciding a reduced over match due to light and weather conditions.

  5. In case of wash out/tie till quarter final stage, the decision will be taken through ball out on cemented wicket at the ground (i.e. 1 over to be bowled on single wicket).

  6. In case of wash out from Semi-finals onwards, the match will be played on the next day. If the situation persists, the decision will be taken through ball out on cemented wicket at the ground (i.e. 1 over to be bowled on single wicket).

  7. Teams must report to the Umpires at the ground 30 minutes before the scheduled start of the match i.e. 9.30 AM. Walk over will be awarded against the team (minimum of 8 players) which fails to report on the ground, maximum of 30 minutes after the scheduled start of the play.

  8. Throughout minimum of 4 players will remain inside the 30 yard circle while fielding.

  9. The team does not turn up for the match will be debarred for participating in the Inter-Ministry for 2 years.

  10. No request for rescheduling/postponement of matches will be entertained.

  11. Only 3 players will be allowed to participate from other Ministry, if their Ministry is not participating in the Tournament. It is the sole discretion of the Ministry for allowing the player to participate from their Ministry.

  12. The employees working in Delhi Region can only participate in the tournament.

  13. All the players who participate in the tournament must carry their Identity Card on the ground.

  14. Decisions of the Umpires will be final and binding.

  15. Due to COVID-19, all the participating Ministries should follow the instructions issued by MHA from time to time and ensure that the players will follow the instructions and keep social distancing in the ground during the match.
