Sub: INTER-MINISTRY BADMINTON TOURNAMENT 2021-22.
On the occasion of 75 years of Independence of India, Government of India is celebrating AZADI KA AMRIT MAHOTSAV. The objective of the Mahotsav is to enhance interaction and promote mutual understanding between people of different States and Union Territories by conducting activities in the field of language and culture.
- To commemorate the glorious history of Indian people and culture, Central Civil Services Cultural & Sports Board (CCSCSB) is organising Inter-Ministry Badminton Tournament 2021-22 from 27.12.21 to 31.12.21 & 03.01.22 to 07.01.22 (10 working days except Saturday & Sunday) at AIIMS GYMKHANA, New Delhi. The last date of entry is 17th December, 2021 (Friday). Individual draws of main & veteran events will be held at AIIMS Gymkhana prior to 1 PM sharp. It is, therefore, requested that all the managers of participating teams must present at the time of draws.
- The entry should be sent in the enclosed prescribed form (Annexure-I) duly signed by the Welfare Officer of the Ministry concerned to the office of the CCSCSB, DoPT, Room No. 361, ‘B Wing’ 3rd Floor, Lok Nayak Bhavan, Khan Market, New Delhi- 110 003. No entries will be accepted after the due date i.e. 17.12.2021. Tournament will start with Men & Women Team Championship events and their draws will be displayed at the venue (AIIMS Gymkhana) on 25.12.2021 (Saturday) after 2 PM.
- The competition will be held in the following 19 events with restriction of entries from each Ministries/Departments. One Player can participate in maximum 03 events only except Team Championship event:

- Entry Fee for the Team Championship is Rs. 300/-, Rs. 75/- for Singles and Rs. 150/- for Doubles Events, which may be deposited in Board’s Account through online/NEFT mode only. Board’s Bank details are as under:

- The Men Singles & Doubles (Qualifying) events will be open to new players/beginners only. The players who have represented the State or Central Secretariat Team in the All India Civil Services Badminton Tournament or have already qualified the Qualifying Event in the previous years need not participate in the qualifying events of the tournament. Players reaching up to Quarter Finals in the Men Singles & Doubles (Qualifying Events) will get automatic entry in the
main event of Open Men Singles/Doubles. Matches for Third Place for all the above mentioned events (except Qualifying Event) will be held between the losers of Semi Finalist. - All the players should reach the venue for their matches well in time as mentioned in the Draw/Time Schedule displayed at the venue, otherwise walkover rule will strictly apply against him/her and no further request will be entertained in this regards. Time scheduled of the above events will also be available at the website of our Ministry i.e. (https://dopt.gov.in/about-us/wings-or-division-in-dopt(welfare-divisions) from 22.12.2021.
- Winners & Runners-up of both Men & Women Team Championship Events will also be awarded cash price of Rs. 10,000/- & Rs. 7000/- respectively.
- The eligibility/non-eligibility conditions for participation in the Inter-Ministry Tournament have already been circulated to all the Ministries (Persons working in Corporation, Public Sector, Autonomous Bodies/Public Sector Banks/Undertakings (Like FCA, DTC, LIC, ESIC, CBSE etc.) will not be eligible to participate in the Inter-Ministry/AICS Tournament, even though administratively controlled by the Central Ministries). However, rules & regulations governing the eligibility conditions for the participation in the Inter-Ministry Tournament are available on the website of the Department of Personnel & Training (https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisions).
10. Preventive measures to be taken to contain the spread of Novel Coronavirus (COVID-19):
It has been decided to allow the persons to participate in the Inter-Ministry tournaments/Competitions, who are fully vaccinated without the requirement of producing RT-PCR negative report. The Vaccination Certificates in respect of first and second dose shall be submitted to the respective Convener/Covid Task Force at the time of participation in the Tournament/Match. In case a person who has taken only one dose or no dose is taken, he/she is required to produce RTPCR negative report before taking part in the Tournament/Competition.
- The general instructions as per SOP/Guidelines of Covid-19 issued by Central/State Government time to time, are to be strictly followed by all players and supporting staff during the competition(Annexure-II). If, it is found that the general instructions are not followed by any player/official in the tournament he/she shall be liable to be debarred from the tournament.
- A Screening Check-List for Covid-19 (Annexure-III) is mandatory to fill up daily at venue during the entire period of tournament.

This office intends to enter a team for the Inter-Ministry Tournament/Competition. Consequently, I submit the entry form duly completed. I hereby undertake on behalf of the Ministry/Department to abide by the rules and instruction of the Tournament/Competition.
I certify that the players mentioned in this form who will play in the Inter-Ministry Tournament/Competition are employees of the Ministry. No member of the team is a casual/daily wage employee. All the players are eligible to participate in the Tournament/Competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is not eligible and is included in the team, the team will be automatically disqualified from the Tournament/Competition without any notice to this Ministry. I also certify that all the players participating in the Inter-Ministry Tournament are physically fit. Although CCSCSB provides First Aid, any injury or mishap would not be responsibility of the Board.

PREVENTIVE MEASURES TO BE TAKEN TO CONTAIN THE SPREAD OF NOVEL CORONA VIRUS (COVID-19) – PROTOCOL/GUIDELINES/INSTRUCTIONS TO CONTAIN THE SPREAD OF DISEASE IN THE TOURNAMENT
GENERAL INSTRUCTIONS FOR PLAYERS & SUPPORTING STAFF
To avoid mass gathering and to follow SOP guidelines of COVID-19 issued by Central/State Government, the following instructions will be strictly followed by all participants /officials for smooth conduct of Inter-Ministry Badminton Tournament 2021-22 from 27^{th } December, 2021 to 07 January, 2022 at AIIMS Gymkhana, New Delhi:-
- No extra person other than player and designated officials will be allowed inside the indoor playing hall or field of play (FOP).
- A SCREENING CHECK LIST for COVID-19 (Annexure-III) is mandatory to fill up each time whenever visits the venue during all days of the tournament at the entrance of AIIMS Gymkhana.

Thermal screening of all players/officials shall be checked by a non-contact thermometer (wrist/forehead).

It has been decided to allow the persons to participate in the Inter-Ministry tournaments/Competitions, who are fully vaccinated without the requirement of producing RT-PCR negative report. The Vaccination Certificates in respect of first and second dose shall be submitted to the respective Convener/Covid Task Force at the time of participation in the Tournament/Match.

In case a person who has taken only one dose or no dose is taken, he/she is required to produce RT-PCR negative report conducting 72 hours prior to their date of match/tournament. No entry at AIIMS Gymkhana and participation will be allowed without the negative RT-PCR test report.

Physical distancing of at least 6 feet to be strictly followed except while playing.

Personal equipment such as Badminton Racquet, wrist band, head band, towel, shoes, socks, T-Shirt, Short, Kit Bag, Water bottle etc. shall be used without sharing.

No hand shake with player and Chair/Service Umpire and high five is allowed.

Equipment which is bound to be shared and utilised continuously like shuttle cock during tournament must be used carefully without using such equipment to rub/touch face, remove sweat, cover mouth white hyperventilating etc.

Wearing of Face Mask will be mandatory at all-time except while playing. All participants and officials must carry their own Face Mask, hand sanitizer and water bottle all the times during the competitions. However, non-touch sanitizer dispenser is available at the venue.

While not a field of play (FOP), wash your hands with soap even when hands are not visibly dirty. Use of alcohol based hand sanitizers can be made wherever feasible.

Strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/handkerchief/flexed elbow and disposing off used tissues properly.

If any player/official or his/her family member/relative is suspected/tested positive for COVID-19 to whom the player/official has been in contact, then it expected from the concerned player/official to inform the Convener/Covid Task Force/Office immediately and refrain from attending the tournament/office to prevent risk of exposing others in the tournament/office as has been specified in the Standard Operating Procedure (SOP) issued by M/o H&FW.

At venue all the players/officials may ensure and implement the instructions strictly as issued by the MHA, Government of NCT of Delhi from time to time.

Only those players permissible in the field of play (FOP) whose match is in progress. The next lot of players and officials should wait outside the field of play and shall enter the field of play once the players from previous match will leave the field of play.

Used covered dustbins to manage used masks and waste materials.

Smokng/gutka/Tobacco etc. and spitting should be strictly prohibited.

Use of ‘AROGYA SETU’ app: Arogya Setu enables early identification of potential risk of infection thus act as a shield for individuals and the community. With a view to ensuring safety at the venue, all the Players & Officials should ensure that ‘AROGYA SETU’ app is installed by them in their compatible mobile. Entry will be allowed in the AIIMS Gymkhana only if the status is found to be “Safe”.

All players/officials are requested to support the Covid Task Force to ensure the Covid norms are followed strictly.

All the Players/Officials are directed to follow these instructions without fail. Cooperation of all Players/Officials is crucial to contain the spread of infection.

If it is found that above mentioned protocol/Guidelines is not followed by any player/official in the tournament including inside or outside venue premises, he/she shall be liable to scratched from the tournament.
