भारतीय प्रशासनिक सेवा (संवर्ग) नियमावली, 1954 के नियम 6(1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा असम, मेघालय और उत्तर प्रदेश सरकारों की सहमति से केंद्र सरकार, श्री संजय गोयल, आईएएस (एएम:2004) को असममेघालय संवर्ग से उत्तर प्रदेश संवर्ग में, कार्यभार ग्रहण करने की तिथि से तीन वर्ष अथवा अगले आदेशों जो भी पहले हो, तक वैयक्तिक आधार पर अंतरसंवर्गीय प्रतिनियुक्ति के प्रस्ताव को अनुमोदन प्रदान करती है।
