Instructions for Completion of APAR through SPARROW

Dear Secretary,

You are aware that online recording of APAR through SPARROW has been introduced for the CSS Officers (US and above) for the year 2016-17 onwards.
2. The deadline for completion of various activities on SPARROW was extended vide OM dated 24.07.2018. On review of the progress, it was found that the APAR of many officers has not attained finality. Hence, a new ALERT mechanism has been developed to monitor the progress and complete the entire process from Reporting to Disclosure and submission to the Custodian. Instructions were issued on 29.11.2018 to the Ministries/Departments to ensure that the Officers Reported Upon (ORU) submit their self-appraisal to the respective Reporting Officers by $14^{\text {th }}$ December, 2018, failing which the APARs will be force forwarded to their Reporting Officers.
3. Although there has been some progress, it is still observed that a large number of APARs are lying at the level of ORU, Reporting Officers and Reviewing Authorities respectively. Ministry-wise pendency status of APARs of CSS officers is enclosed herewith.
4. It is requested to suitably instruct the concerned officers to expedite the process and ensure completion of the recording of APAR process by $31^{\text {st }}$ December, 2018 compulsorily.
