Information Collection for the Third Cadre Review of Central Secretariat Stenographers’ Service

A vital administrative exercise is currently underway to refine the structure and staffing of the Central Secretariat Stenographers’ Service (CSSS). This marks the third comprehensive review of the cadre, designed to align existing entitlements with contemporary requirements. Departments across the government were previously instructed to submit detailed proposals outlining their specific needs for stenographer posts across different grades. These submissions were to be meticulously justified with facts and figures, adhering to the updated personal staff entitlements recommended by a specialized Cadre Restructuring Committee. Despite an initial deadline, many units have yet to provide this critical information. An urgent final call has been issued, urging all relevant departments to submit their comprehensive staffing proposals by October 31, 2017. Departments failing to meet this revised deadline risk having their requirements presumed as non-existent, leading to unilateral decisions by the Department of Personnel and Training regarding their cadre structure. This review is pivotal in ensuring that ministries and departments are adequately supported with essential personal staff, from Principal Staff Officers to Stenographer Grade D, thereby enhancing overall governmental efficiency.

Subject:- $3^{\text {rd }}$ Cadre review of Central Secretariat Stenographers’ Service (CSSS) -collection of information regarding.

The undersigned is directed to refer to this Department’s OM of even number dated $12^{\text {th }}$ September, 2017 on the subject mentioned above vide which the all the cadre units of CSSS were requested to send the desired requirement of posts in each grade of CSSS with full justification, facts, figures and calculations based on the recommendations of the Cadre Restructuring Committee on revised entitlement of personal staff in the offices of the entitled officers in the Ministries/Departments (copy enclosed) with the approval of the concerned Minister in charge to this Department latest by October 15, 2017.
2. Only a few cadre units have sent the requisite information to this Department. The concerned cadre units are once again requested to send the aforesaid information to this Department immediately latest by October 31, 2017.
3. In case proposals are not received by the due date, it will be presumed that there is no specific requirement of a particular cadre unit and decision will be taken by this Department accordingly.
