The government has recently introduced significant amendments to the pay structure, designed to bring greater clarity and fairness to remuneration and seniority. These new rules, officially named the ‘Indian Police Service (Pay) Fourth Amendment Rules, 1994,’ address critical aspects of salary fixation and career progression. A key highlight ensures that officers’ pay fixation will not inadvertently place them in a grade lower than their allotted assignment, especially under the Indian Police Service (Regulation of Seniority) Rules, 1988. Furthermore, detailed guidelines have been provided for situations where an officer’s pay stage might align with two different Senior Scale grades, ensuring they are appropriately placed in the lower of the two. These amendments also refine the terminology within existing rules, specifically updating references to ‘senior time scale’ to ‘senior scale,’ streamlining the official lexicon. This move reflects a continuous commitment to enhancing the welfare and career framework for our dedicated police force.

NOIIFICATION
G.S.R.437(8)In exercise of the powers conferred by sub-section(i) of section 3 of the Ali India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules further to amend the Indian Police Service (Pay) Rules. 1954. namely:-
1.(1) These rules may be called the Indian Police Service (Pay) Fourth Amendment Rules, 1994.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Police Service (Pay) Rules, 1954. –
(a) in rule 4. in sub-rules (3), (4) and (5) respectively, the following provisos shall be added at the end, namely:-
“Provided that such fixation of pay shall be irrespective of the year of allotment assigned to him under rule 3 of the Indian Police Service (Regulation of Seniority) Rules, 1988:
Provided further that if pay is fixed at a stage which is common to any two grades of the senior Scale, the officer shall be placed in the lower of those grades.”.
(b) in rule 5, in sub-rule (1), in clause (1i), in the second proviso, for the words senior time scale”, the words senior scale” shall be substituted;
(c) in Schedule 11, in Sections I, 11 and III, for the words “senior time scale” wherever they occur. the words “senior scale” shall be substituted.NOTE: principal dules are published in the Gazette of India vide Gazette No. 159 dated 14.9.1754 part I, section (1) (Extracorilinary) and were subsequently amended vide the following notifications:
