Exciting news for members of a prominent national police service! Recent amendments to their pay structure introduce a flexible new option for officers ascending to the Higher Administrative Grade (HAG) scale, specifically those earning between Rs. 67,000 and Rs. 79,000. Officers now have the choice to fix their pay from the 1st of July of the year they receive their promotion. This new provision ensures a significant boost right from the start, with an immediate addition of Rs. 2,000 to their basic pay, ensuring a minimum of Rs. 67,000. Furthermore, their pay will be recalibrated upon their next increment date in the lower scale, also falling on July 1st. This re-fixation will generously include two increments—one for their annual increase and another specifically for the promotion itself. This progressive step, effective retroactively from January 1, 2006, is designed to benefit officers, with assurances that no one will be negatively impacted by this change.

New Delhi, the 8th April, 2010
G.S.R. 299(E).-In exercise of the powers conferred by sub-section (1) of Section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules further to amend the Indian Police Service (Pay) Rules, 2007, namely :–
- (1) These rules may be called the Indian Police Service (Pay) Fifteenth Amendment Rules, 2010.
(2) They shall be deemed to have come in force on the 1st day of January, 2006. - In rule 5 of the Indian Police Service (Pay), 2007, after sub-rule (7), the following sub-rule shall be inserted, namely :-
“(7A) On promotion to the HAG scale of Rs. 6700079000 , if a member of the Service opts to have his pay fixed from the 1st day of July of the year, the date on which he subsequently earns an increment in the lower scale in the manner provided in sub-rule (1) of rule 6 , then on the date of promotion, his pay shall be fixed by adding an amount of Rs. 2000 to his basic pay, subject to a minimum of Rs. 67000 and further re-fixation of pay on the date of the next increment in the lower scale, falling on the 1st day of July, shall be done by taking into account his basic pay prior to the date of promotion and adding two increments, one on account of annual increment and the second on account of promotion.”

EXPLANATORY MEMORANDUM
The Central Government has decided to provide option to the members of the Service for fixation of pay on promotion to the HAG scale by inserting a new sub-rule 7A to rule 5 of the Indian Police Service (Pay) Rules, 2007 with retrospective effect from the 1st January, 2006.
It is certified that no member of the Indian Police Service is likely to be adversely affected by such retrospective effect.
