Exciting news for members of the Indian Forest Service! Recent amendments to the Indian Forest Service (Pay) Rules are set to bring significant revisions to salary structures, effective retrospectively from January 1, 2006. These changes, introduced through the Seventh Amendment Rules, 2009, aim to streamline and enhance the pay scales across various ranks. A key highlight is the replacement of the existing Pay Band-4 structure (Rs.37400-67000 with a Grade Pay of Rs.12000) with a new Higher Administrative Grade (HAG) scale, ranging from Rs.67000 to Rs.79000, incorporating an annual increment of 3%. Detailed provisions have been laid out for fixing pay when officers are appointed to Selection Grade, 1st and 2nd Super Time Scales, and promoted to HAG and HAG+ scales. For those moving into the HAG scale, their basic pay will start at a minimum of Rs.67000 and can go up to Rs.79000, after an increment and an additional Rs.2000. Similarly, the HAG+ scale introduces a revised basic pay structure, with a minimum of Rs.75500 and a maximum of Rs.80000. These updates are designed to ensure fair and competitive remuneration, recognizing the dedicated service of our forest officers.

New Delhi, the 20th August, 2009
G.S.R.588(E).-In exercise of the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government after consultation with the Governments of the States concerned, hereby makes the. following rules further to amend the Indian Forest Service (Pay) Rules, 2007, namely:-

  1. (1) These rules may be called the Indian Forest Service (Pay) Seventh Amendment Rules, 2009.
    (2) They shall be deemed to have come in force on the $1^{\text {st }}$ day of January, 2006.
  2. In rule 3 of the Indian Forest Service (Pay) Rules, 2007 (hereinafter referred to as the said rules), in clause (i) of Part D of the sub-rule (1), for the words andfigures “Pay Band-4: Rs.37400-67000; plus Grade Pay Rs.12000;” the words and figures “HAG Scale: 67000 – (annual increment @ 3\%) – 79000” shall be substituted.
  3. In rule 5 of the said rules, for sub-rule (6), the following sub-rules shall be substituted, namely:-
    “(6) The pay of a member of the Service in the Selection Grade, on appointment to the $1^{\text {st }}$ Super Time Scale or in the $1^{\text {st }}$ Super Time Scale, on appointment to the $2^{\text {nd }}$ Super Time Scale, shall be fixed in the manner provided in sub-rule (2) and the grade pay corresponding to the $1^{\text {st }}, 2^{\text {nd }}$ Super Time Scale, as the case may be, shall be granted in addition to this pay in the pay band.;
    (6A) The pay of a member of the Service in the $2^{\text {nd }}$ Super Time Scale, on promotion to the HAG scale shall be fixed in the following manner:-

After adding one increment equal to $3 \%$ of the sum of the pay in the pay band – 4 and the existing grade pay, computed and rounded off to the next multiple of 10 , to the existing sum of pay in the pay band -4 and the grade pay of the $2^{\text {nd }}$ Super Time Scale, a sum of Rs. 2000 shall be added to arrive at the new Basic Pay in HAG scale which will be subject to a minimum of Rs. 67000 . The Basic Pay in HAG scale shall not exceed Rs.79000, the maximum of scale.
(6B) The pay of a member of the Service in HAG Scale, on appointment to $\mathrm{HAG}^{+}$, shall be fixed in the following manner, namely:-

After adding one increment @ $3 \%$, in the manner prescribed in sub-rule (2), to the existing basic pay in HAG scale, the resultant figure will become the basic pay in $\mathrm{HAG}+$, subject to a minimum of Rs.75500. The Basic Pay in HAG+ shall not exceed Rs. 80,000, the maximum of the scale.;”4. In Schedule II of the said rules,-
(a) In II-A, for the words and figures “Pay Band-4: Rs.37400-67000; plus Grade Pay Rs. 12000 “, wherever they occur, the words and figures “Rs. 67000 – (annual increment @ 3\%) – 79000” shall be substituted.
(b) In II-C, in the TABLE, in column (2) regarding Scale of Pay, for the words and figures “Pay Band-4: Rs.37400-67000; and Grade Pay Rs.12000”, the words and figures “Rs. 67000 – (annual increment @ 3\%) – 79000” shall be substituted.

EXPLANATORY MEMORANDUM

The Central Government has decided to replace Above Super Time Scale of Additional Principal Chief Conservator of Forests – Pay Band-4: Rs.37400-67000 plus Grade Pay Rs.12000/- applicable to Indian Forest Service by the HAG scale of Rs.67000-(annual increment @ 3\%)-79000. The Indian Forest Service (Pay) Rules, 2007 are being amended accordingly with effect from the 1st January, 2006.

It is certified that no member of the Indian Forest Service is likely to be adversely affected by giving retrospective effect to these rules.
