This order from the Department of Personnel & Training approves the inclusion of Shri R.K. Jain in the Selection Grade Select List of Central Secretariat Services for 2012. However, it clarifies that his appointment to the Selection Grade on a regular basis is not required due to his prior passing. The inclusion is also subject to the outcome of a pending civil appeal before the Supreme Court. All other conditions outlined in a previous order from June 6, 2016, remain in effect. The order is circulated to relevant departments and personnel within the government.

ORDER
In continuation to this Department’s OM No. 4/4/2016-CS.I(D) dated 06.06.2016, approval of the President is hereby conveyed for inclusion of Shri R.K. Jain (CSL No. 4141) in the Selection Grade Select List (SGSL) of Central Secretariat Services for the year 2012 (Deputy Secretary Grade) above Smt. Veena Bhalla (CSL No.4517) (S.No.1).
2. As the aforesaid officer had already expired, his appointment to Selection Grade (Deputy Secretary) on regular basis need not be notified.
3. The inclusion of officer in SGSL will remain subject to final outcome of the Civil Appeal No. 629 of 2022 arising out of SLP(C) No. 30621/2011 titled Shri Jarnail Singh \& Ors. V. Lachhmi Narain Gupta \& Ors. and other connected matters pending before the Hon’ble Supreme Court of India.
4. The other conditions mentioned in the OM dated 06.06 .2016 remain same.
