This Office Memorandum details the inclusion of Shri P.K. Bali in the USSL 2009, following successful completion of mandatory training. Despite initial recommendation by the UPSC, his inclusion was pending due to incomplete training. With the approval of the Minister of State (PP), Shri Bali is now included in the USSL 2009 and the Prime Minister’s Office is requested to notify his appointment as Under Secretary on a regular basis, contingent upon a clear vigilance record. The memorandum also reiterates that all other terms and conditions of promotion remain as per a previous O.M. dated November 26, 2012.

OFFICE MEMORANDUM
Subject: Select Lists for the year 2009 \& 2010 of the Officers of the Central Secretariat Service (CSS) for appointment to Grade-I (Under Secretary) of the Service.
The undersigned is directed to refer to this Department’s O.M. of even number dated 26.11.2012 and 18.07.2013 on the subject noted above and to say that in terms of CSS (Promotion to Sr. Selection Grade, Selection Grade and Grade-I), Regulations, 2010, an eligible officer for consideration for inclusion in Select List means any officer who has undergone and successfully completed such mandatory training programme as may be prescribed under Cadre Training Plan (CTP) of DoPT. Successful completion of Level D' Training under the Cadre Training Plan is necessary for consideration for promotion to the grade of Under Secretary.D’ training. He has now qualified the mandatory level D training. Therefore, with the approval of MOS (PP), Shri P.K. Bali is now included in USSL 2009 at appropriate place in terms of recommendations of DPC as under:

- Prime Minister’s Office are requested to notify the appointment of Shri P.K. Bali to the Grade of Under Secretary on regular basis from the date of issue of this O.M. Notification for regular promotion should be issued only subject to condition that the officer concerned is clear from vigilance angle in terms of this Department’s O.M. No.22034/4/2012-Estt.(D) dated 02.11.2012 and other relevant instructions on the subject. Copy of notification should invariably be endorsed to this Department at the earliest for record.
- Other terms and conditions of promotion to the Grade I (Under Secretary) on regular basis will remain the same as contained in this Department’s O.M. dated 26.11.2012.
